2.4 Other Plans and Processes<br />
Numerous water related plans, programs and processes are ongoing in the Pend Oreille Watershed.<br />
Furthermore, watershed boundaries do not follow political boundaries, so watershed planning may be<br />
a component <strong>of</strong> (or be affected by) water-related activities in other <strong>WRIA</strong>s, including the Watershed<br />
Management Plans developed for adjacent <strong>WRIA</strong>s (Figure 1-1). Adjacent <strong>WRIA</strong>s which have<br />
recently completed Watershed Management Plans include <strong>WRIA</strong> 59 (the Colville River Watershed to<br />
the west <strong>of</strong> <strong>WRIA</strong> <strong>62</strong>) and <strong>WRIA</strong> 55 (the Little Spokane River Watershed to the south <strong>of</strong> <strong>WRIA</strong> <strong>62</strong>).<br />
It is the intent <strong>of</strong> the Planning Unit that this Watershed Management Plan complement ongoing plans,<br />
policies and processes. Where applicable, implementation <strong>of</strong> the <strong>WRIA</strong> <strong>62</strong> Watershed Management<br />
Plan is intended to facilitate the goals <strong>of</strong> related plans, policies, and processes and avoid duplication<br />
<strong>of</strong> effort. A detailed discussion <strong>of</strong> concurrent water-related plans and processes in this watershed is<br />
provided in Chapter 5.<br />
2.5 Watershed Planning into the Future<br />
The purpose <strong>of</strong> this plan is to direct implementation <strong>of</strong> management actions to address the water<br />
quantity, water quality, habitat, water rights, growth and land use and economic issues that are<br />
currently considered important to the members <strong>of</strong> the <strong>WRIA</strong> <strong>62</strong> Planning Unit. The Planning Unit<br />
acknowledges that there are insufficient resources to implement all the actions identified within this<br />
plan and, as a result, implementation <strong>of</strong> actions will be directed by priorities and will be contingent<br />
upon available resources. The Planning Unit also recognizes that management priorities within the<br />
watershed may change over time with changing environmental regulation, population growth,<br />
changing land use and climate change. As a result, it is important that the Watershed Planning<br />
Implementing Body develop a schedule for updating this plan as the initial task <strong>of</strong> Phase IV<br />
Implementation. Directions for Phase IV Implementation are included in Chapter 6.<br />
