IMP-1 Designate a locally based Implementing Body to coordinate implementation <strong>of</strong><br />
the watershed management plan consistent with Chapter 90.82 RCW.<br />
IMP-2 Prioritize educational needs, projects, policies and management strategies for<br />
funding and implementation.<br />
IMP-3 Continue to identify alternate funding sources (alternate to watershed planning<br />
funds).<br />
IMP-4 Request that the <strong>State</strong> Legislature allow Supplemental Phase II Watershed<br />
Planning funds to be applied for and spent during Phase IV implementation.<br />
IMP-5 Consider implementation funding for grant writers.<br />
IMP-6 Develop recommendations (such as cooperative agreements) for formalizing<br />
obligations on the entities identified as responsible for Plan actions.<br />
IMP-7 Develop formal mechanism to update and modify the Phase III Plan without<br />
having to go through a formal County hearing.<br />
6.3 Watershed Plan Implementing Body<br />
The Planning Unit recommends that an Implementing Body be formed to coordinate and prioritize<br />
implementation <strong>of</strong> the Plan actions. Based on Planning Unit discussions during the Phase III process,<br />
it is anticipated that the Phase III Planning Unit will evolve into a governing body for Plan<br />
implementation. The Planning Unit recommends that the current Memorandum <strong>of</strong> Agreement<br />
(Appendix C2) between the Watershed Planning Initiating Governments (i.e. Pend Oreille County,<br />
the Pend Oreille Public Utility District No. 1, the City <strong>of</strong> Newport and the Kalispel Tribe), which<br />
covers Phase I, II and III <strong>of</strong> Watershed Planning, be amended to include Phase IV. The Planning<br />
Unit’s vision is that willing members <strong>of</strong> the Planning Unit as well as others within the community<br />
will volunteer to make up the Implementing Body so that there is strong continuity between the<br />
Planning and Implementation Phases.<br />
The final structure <strong>of</strong> this entity will be determined as the initial step in Phase IV Implementation and<br />
will require establishment <strong>of</strong> a Memorandum <strong>of</strong> Agreement (MOA) and operating procedures specific<br />
to Plan implementation. In order to be eligible for Watershed Planning implementation funds, the<br />
Implementing Body must continue to be representative <strong>of</strong> the community.<br />
6.4 Mechanism to Allow for Plan Updates<br />
The <strong>WRIA</strong> <strong>62</strong> Planning Unit acknowledges that there may be a need to update this plan during the<br />
Implementation Phase. Therefore it is important that the Implementing Body develop operational<br />
procedures to allow amendment <strong>of</strong> and additions to the Plan.<br />
6.5 A Living Plan<br />
The Planning Unit sees this document as a living plan that will be revised and updated by the<br />
Implementing Body as needed to address current concerns. It is anticipated that the Implementing
