4.1.4.4.1 Technical Management Team<br />

The Technical Management Team (TMT) was established by the 2000 Biological Opinions to advise<br />

the operating agencies on dam and reservoir operations for the Federal Columbia River Power System<br />

(FCRPS). The TMT’s mission is to ensure broad technical participation and use <strong>of</strong> best available<br />

technical information and to encourage consensus in recommendations on operating the FCRPS.<br />

When consensus is not reached, the TMT ensures that the basis for the participant’s recommendations<br />

and Federal decisions is fully explained and documented. Action agencies in coordination with<br />

regional parties through the TMT endeavor to consider the multiple uses <strong>of</strong> the system while<br />

providing, as a high priority, the measure to benefit listed species.<br />

The TMT implements Biological Opinions and develops and implements Water Management Plans<br />

for the FCRPS. The TMT meets on a regular basis (every other Wednesday between the last week in<br />

March and August 31) and all meetings (including a conference call line) are open to interested<br />

parties. The current representative for <strong>Washington</strong> <strong>State</strong> on the TMT is Cindy LaFleur with<br />

<strong>Washington</strong> <strong>Department</strong> <strong>of</strong> Fish and Wildlife. Guidelines for the TMT are included as Appendix G2.<br />

4.1.4.4.2 Northwest Power and Conservation Council<br />

The Northwest Power and Conservation Council (NPCC) (http://www.nwppc.org/) was established in<br />

1980 under the Northwest Power Act as an 8-member Council comprising <strong>of</strong> two voting members<br />

representing each <strong>of</strong> the states <strong>of</strong> <strong>Washington</strong>, Oregon, Idaho and Montana. Each member currently<br />

serves a three year term. The Council develops and maintains a regional power plan and a fish and<br />

wildlife program to balance the Northwest's environment and energy needs and has three primary<br />

tasks:<br />

1. Develop a 20-year electric power plan that will guarantee adequate and reliable energy at the<br />

lowest economic and environmental cost to the Northwest;<br />

2. Develop a program to protect and rebuild fish and wildlife populations affected by<br />

hydropower development in the Columbia River Basin; and,<br />

3. Educate and involve the public in the Council’s decision-making processes.<br />
