3.2.4 WQUAL-3b<br />

Problem <strong>State</strong>ment: There is a need to participate in the TMDL processes and provide input on<br />

TMDLs for the mainstem Pend Oreille River.<br />

Goal: Watershed Planning Implementing Body to participate in (interact and provide input to) the<br />

TMDL processes for the mainstem <strong>of</strong> the Pend Oreille River with the objective <strong>of</strong> meeting <strong>State</strong> and<br />

tribal (where appropriate) water quality standards.<br />

Statute Justification: RCW 90.82.005; RCW 90.82.090(4)&(6).<br />

Management Action(s):<br />

WQUAL 3b-1 The Watershed Planning Implementing Body will provide input to 303(d) listings<br />

in applicable waters <strong>of</strong> <strong>Washington</strong>, the Kalispel Tribe reservation and, where<br />

appropriate, Idaho.<br />

WQUAL 3b-2 The Watershed Planning Implementing Body will coordinate with agencies and<br />

stakeholders to participate and provide input to TMDL development and<br />

implementation for Pend Oreille River in <strong>Washington</strong>, the Kalispel Tribe<br />

reservation and, where appropriate, Idaho.<br />

WQUAL 3b-3 The Watershed Planning Unit strongly recommends that <strong>Ecology</strong> invite the Idaho<br />

<strong>Department</strong> <strong>of</strong> Environmental Quality (IDEQ) to develop a Memorandum <strong>of</strong><br />

Understanding to address development and implementation <strong>of</strong> appropriate<br />

TMDLs for the Pend Oreille River in <strong>Washington</strong> and Idaho.<br />

3.2.5 WQUAL-4a<br />

Problem <strong>State</strong>ment: The natural quality <strong>of</strong> drinking water provided to some communities does not<br />

meet <strong>Washington</strong> <strong>State</strong> secondary drinking water standards.<br />

Goal: Good quality drinking water provided to all communities in <strong>WRIA</strong> <strong>62</strong>.<br />

Statute Justification: RCW 90.82.048(3); RCW 90.82.070(2); RCW 90.82.090(1)&(2).<br />

Management Action(s):<br />

WQUAL 4a-1 Watershed Planning Implementing Body will communicate with <strong>Washington</strong><br />

<strong>Department</strong> <strong>of</strong> Health (WDOH) to identify the water systems / communities in<br />

<strong>WRIA</strong> <strong>62</strong> that require assistance to improve drinking water quality. The<br />

Watershed Planning Implementing Body acknowledges that WDOH has<br />

expended effort and funds within <strong>WRIA</strong> <strong>62</strong> to improve the quality <strong>of</strong> water<br />

supplied to communities where needed. The intent <strong>of</strong> this strategy is to support<br />

WDOH’s on-going efforts through the following actions (as appropriate):<br />

i. Purveyor education;<br />

ii. Well and water distribution system maintenance;<br />

iii. Water treatment; and,<br />

iv. Development <strong>of</strong> alternative sources.<br />
