3.6.2 EC-1b<br />
Problem <strong>State</strong>ment: There is a need to identify and inform local communities about resources to<br />
assist local communities in complying with water regulation.<br />
Goal: Local community understanding <strong>of</strong> and compliance with water regulation in <strong>WRIA</strong> <strong>62</strong>.<br />
Statute Justification: RCW 90.82.010.<br />
Management Action(s):<br />
EC 1b-1 The Watershed Planning Implementing Body will identify or develop relevant waterrelated<br />
laws and regulations and will develop outreach materials and an outreach<br />
mechanism to educate members <strong>of</strong> the public on how to effectively comply with<br />
water-related laws and regulations.<br />
EC 1b-2 The Watershed Planning Implementing Body will convene a sub-committee as<br />
needed to:<br />
a) Identify state rules that the <strong>WRIA</strong> <strong>62</strong> communities could be exempt from,<br />
due to size and limited economic resources; and,<br />
b) Develop specific requests for the regulatory authorities to supply economic<br />
impact information for distribution to local communities.<br />
EC 1b-3 The Watershed Planning Unit encourages <strong>WRIA</strong> <strong>62</strong> agencies to use local resources<br />
where applicable.<br />
3.6.3 EC-2<br />
Problem <strong>State</strong>ment: There is a need to ensure meaningful community input into water regulations.<br />
Goal: Promote meaningful local input into development <strong>of</strong> water related regulations.<br />
Statute Justification: RCW 90.82.005; RCW 90.82.010; 90.82.030(1).<br />
Management Action(s):<br />
EC 2-1 The Watershed Planning Implementing Body will develop and keep up-to-date a list<br />
<strong>of</strong> processes where local input is required, encouraged or allowed. The Watershed<br />
Planning Implementing Body will provide this information to <strong>WRIA</strong> <strong>62</strong> residents<br />
(e.g., a regular “What’s Coming” column in the local paper).<br />
EC 2-2 The Watershed Planning Implementing Body will develop and implement<br />
mechanisms to improve local input into water related law, policy and regulations<br />
(i.e., educate the public about the various processes that include public input and<br />
develop specific actions to improve public participation).<br />
