understanding <strong>of</strong> streamflows is needed to determine water availability in these<br />
sub-basins.<br />
GR&LU 1-3 The Watershed Planning Unit recommends that the Watershed Planning<br />
Implementing Body assist Pend Oreille County in addressing Critical Areas<br />
ordinance and updating the shorelines master program.<br />
GR&LU 1-4 The Watershed Planning Unit recommends that findings from the Phase II<br />
technical assessments and water needs assessment (see GR&LU 1-2) are<br />
integrated into local water system plans and county, city and town land use plans<br />
and shoreline master programs.<br />
GR&LU 1-5 The Watershed Planning Unit recommends that Pend Oreille County consider<br />
water supply information when updating land use designations to ensure<br />
consistency between the Comprehensive Plan land use designations and the<br />
<strong>WRIA</strong> <strong>62</strong> Watershed Management Plan technical findings and recommendations.<br />
GR&LU 1-6 The Watershed Planning Unit recommends that Pend Oreille County require<br />
pro<strong>of</strong> <strong>of</strong> water availability from the applicant prior to amending Urban Growth<br />
Area (UGA) boundaries. The proposal for expansion should include<br />
documentation <strong>of</strong> the ability <strong>of</strong> the city / town / development (if it is to be selfserved)<br />
to provide adequate water. Burden <strong>of</strong> pro<strong>of</strong> is on the applicant.<br />
Domestic wells <strong>of</strong> 5,000 gallons per day or less serving one household are not<br />
included in this burden <strong>of</strong> pro<strong>of</strong>.<br />
GR&LU 1-7 The Watershed Planning Implementing Body will coordinate sub-basin specific<br />
water supply needs with alternative water supply options including reuse,<br />
reclamation, and conservation (e.g., development <strong>of</strong> a regional water supply<br />
using water withdrawn from the Pend Oreille River and treated).<br />
3.5.2 GR&LU-2a<br />
Problem <strong>State</strong>ment: There is a need to identify and assess locations and associated management<br />
practices <strong>of</strong> livestock operations that utilize riparian areas.<br />
Goal: To identify and assess the locations and associated management practices <strong>of</strong> livestock<br />
operations which utilize riparian areas and prepare an action plan.<br />
Statute Justification: RCW 90.82.010; RCW 90.82.090(2); RCW 90.82.110.<br />
Management Action(s):<br />
GR&LU 2a-1 Pend Oreille Conservation District and NRCS will coordinate with local land<br />
management agencies, agricultural groups, landowners, etc., to identify<br />
individuals or groups that utilize riparian areas for livestock operations.<br />
GR&LU 2a-2 The Watershed Planning Implementing Body will pursue funding to conduct<br />
research to identify and assess livestock management methods in riparian areas<br />
utilized for livestock operations.
