SEPA Analysis for Growth and Land Use Actions<br />
GR&LU-1: There is a need to information on current and projected water supply and demand<br />
with land use.<br />
Management Action SEPA Analysis<br />
1. The Watershed Planning Unit recommends that a representative<br />
<strong>of</strong> the Watershed Planning Implementing Body be involved with<br />
the County Planning Commission and County comprehensive<br />
planning processes.<br />
2. The Watershed Planning Implementing Body will assess<br />
available water supply in the areas expected to experience the<br />
most population growth (i.e. the Calispell, Davis, Skookum, Kent<br />
and McCloud sub-basins). Note that improved understanding <strong>of</strong><br />
streamflows in <strong>WRIA</strong> <strong>62</strong> is needed to determine water<br />
availability within these sub-basins.<br />
3. The Watershed Planning Unit recommends that the Watershed<br />
Planning Implementing Body assist Pend Oreille County in<br />
addressing Critical Areas ordinance and updating the shorelines<br />
master program.<br />
4. The Watershed Planning Unit recommends that findings from the<br />
Phase II technical assessments and water needs assessment (see<br />
GR&LU 1-2 above) are integrated into local water system plans<br />
and county, city and town land use plans.<br />
5. The Watershed Planning Unit recommends that Pend Oreille<br />
County consider water supply information when updating land<br />
use designations to ensure consistency between the<br />
Comprehensive Plan land use designations and the <strong>WRIA</strong> <strong>62</strong><br />
Watershed Management Plan technical findings and<br />
recommendations.<br />
6. The Watershed Planning Unit recommends that Pend Oreille<br />
County require pro<strong>of</strong> <strong>of</strong> water availability from the applicant<br />
prior to amending Urban Growth Area (UGA) boundaries. The<br />
proposal for expansion should include documentation <strong>of</strong> the<br />
ability <strong>of</strong> the city / town / development (if it is to be self-served)<br />
to provide adequate water. Burden <strong>of</strong> pro<strong>of</strong> is on the applicant.<br />
Domestic wells <strong>of</strong> 5,000 gallons per day or less serving one<br />
household are not included in this burden <strong>of</strong> pro<strong>of</strong>.<br />
7. The Watershed Planning Implementing Body will coordinate subbasin<br />
specific needs with alternative water supply options<br />
including reuse, reclamation, and conservation (e.g., development<br />
<strong>of</strong> a regional water supply using water withdrawn from the Pend<br />
Oreille River and treated).<br />
