The fi rst 2009 issue of the State Audit has a special character, because<br />
the date of its publication comes close the 90 th anniversary of establishing<br />
of the Supreme Chamber of Control [of the State], which took place<br />
on 7 February, 1919. This occasion has inspired the the State Audit editing<br />
team to prepare a two-part anniversary issue.<br />
Part I divides clearly into three sections. The opening is made by the<br />
three Former Presidents of the Supreme Chamber of Control – President<br />
of the Republic of Poland Lech Kaczyński, Deputy for the European<br />
Parliament Janusz Wojciechowski and Member of the Polish Parliament<br />
Mirosław Sekuła – with articles presenting their reflections, and the concluding<br />
utterance contributed by the President in Offi ce Jacek Jezierski.<br />
The second section contains articles devoted to the evolution of the<br />
institution of state audit in Poland, and tradition vs. modernity in the<br />
European Supreme Audit Institutions. Next comes a unique material composed<br />
of excerpts from lectures delivered in 1925–1939 in the Parliament<br />
building by Zenobiusz Rugiewicz Vicepresident of the Supreme Chamber<br />
of Control as a part of up-grading courses held for state audit staff<br />
members. Its interesting supplement is the article on the staff members<br />
employed at the Supreme Chamber of Control in the period between the<br />
two World Wars; it is based on the documents from their personal fi les, at<br />
present kept at the Central State Archives – New Records, Warsaw.<br />
Anniversary Book I finds conclusion in The Report from 1922 Activities<br />
of the Supreme Chamber of Control, never before presented to the readers<br />
of the State Audit.<br />
Part II supplements the above collection of reflections, analyses,<br />
and documents. Yet it can also be read as a separate whole, as it collets<br />
biographic notes of the heads of the supreme audit bodies which were in<br />
existence in the Polish territories in XIX and XX centuries (until late<br />
1940s’).
