Eine andere Studie zum sogenannten „Town Center Management“ (TCM) in Großbritannien,
einer Einrichtung, die der der BIDs sehr ähnlich ist, ergab, dass „a significant proportion of
TCM towns have performed better than their competitors (without TCM) [...]. In eight out of 14
sets of towns, TCM centers have performed moderately or significantly better than their counter-
parts on the basis of comparative sales data” (HOUSTOUN 1997b, S.109). Beide Studien be-
legen zumindest einen (Teil-)Erfolg von BIDs, beziehungsweise TCM für die meisten unter-
suchten Standorte, belegen aber gleichzeitig, dass nicht generalisierend der Einsatz entspre-
chender Ansätze notwendigerweise erfolgreich sein muss, sondern dies natürlich auch standort-
und akteursabhängig ist. Dies gibt auch LAW zu bedenken. “BIDs are not right for every com-
munity. But where they are well conceived, where they have long range plans, where they get
good representation from the local government, from the merchants, from the property owners, it
is amazing what they can get accomplished. But it must you have all that working together. And
where all they talk at the table, where everybody understands that, they can be a very viable tool“
