It is hoped that many <strong>of</strong> Armstrong Creek’s residents will be able and choose to<br />

work locally. Most <strong>of</strong> its children will also go to school locally. These trips<br />

represent the majority <strong>of</strong> travel demand. Therefore, a local transit system will be<br />

provided connecting all parts <strong>of</strong> the <strong>growth</strong> area with its employment areas, centres<br />

and other key destinations such as railway stations and schools. Existing Torquay<br />

Road and Barwon Heads Road bus services will be enhanced and integrated with<br />

the proposed local transit system to provide services beyond the <strong>growth</strong> area to<br />

other parts <strong>of</strong> <strong>Geelong</strong> and the region.<br />

In order to <strong>of</strong>fer a fast and reliable service, it is hoped that a frequent-enough<br />

service can be achieved so that people feel able to just turn up at a stop and wait,<br />

rather than having to consult a timetable and <strong>plan</strong> their journey.<br />

The local transit network should be designed to ensure that at least 90% <strong>of</strong> homes<br />

and businesses within the <strong>growth</strong> area are within 600 metres—a comfortable 7-8<br />

minute walk—<strong>of</strong> a transit route. This is consistent with ResCode’s provisions for<br />

trams, which the local transit system will have more in common with than a bus<br />

service. Based on an average speed <strong>of</strong> 25km/h, the maximum travel time from the<br />

furthest point in the <strong>growth</strong> area to the Major Activity Centre will be approximately<br />

10 minutes.<br />

Local transit services should be provided from day 1 <strong>of</strong> development so that<br />

residents are not encouraged to adopt a ‘car habit’ and have a viable alternative.<br />
