The seven (7) Precinct Structure Plans will be prepared collaboratively with<br />

developers (or developer consortiums) providing:<br />

<br />

<br />

the developer (or developer consortiums) represent at least 70% <strong>of</strong><br />

the developable land area in that precinct;<br />

coordinated and efficient prior provision <strong>of</strong> essential infrastructure<br />

through the roll out <strong>of</strong> the Armstrong Creek Integrated Infrastructure<br />

Delivery Plan (IIDP). (Note that a Precinct that falls outside the<br />

sequence nominated in the IDP may still be able to proceed provided<br />

the proponent pays the cost <strong>of</strong> the earlier provision <strong>of</strong> the<br />

infrastructure or delivers acceptable alternate solutions);<br />

developer (or developer consortiums) <strong>plan</strong>ning ensures the<br />

development <strong>of</strong> liveable communities; and<br />

<br />

developer (or developer consortiums) <strong>plan</strong>s are developed in<br />

accordance with Council’s standards, meet the policies set out in the<br />

Local Planning Policy Framework, and will deliver Council’s<br />

sustainable development strategies for both residential and<br />

employment areas <strong>of</strong> Armstrong Creek including:<br />

1. In residential/whole <strong>of</strong> community precincts the preparation <strong>of</strong> a<br />

water (and associated energy) management <strong>plan</strong> that assumes<br />

the average total household water demand (from all sources) <strong>of</strong><br />

216 kilolitres per household per year (kL/hh/yr) and;<br />

- reduces the demand for potable mains water by at least 60%<br />

from the base case - that is where mains water is the sole<br />

source <strong>of</strong> water supply for indoor and outdoor use;<br />

- reduces the delivery <strong>of</strong> sewerage to Black Rock by at least<br />

50% from the base case - that is a conventional sewerage<br />

infrastructure system where all sewerage is delivered direct to<br />

Black Rock for treatment;<br />

- significantly decreases the creation <strong>of</strong> greenhouse gases<br />

compared to the base case - that is where mains water is the<br />

sole source <strong>of</strong> water supply (assuming the same source <strong>of</strong><br />

energy for all options).<br />

2. In employment precincts the preparation <strong>of</strong> a water (and<br />

associated energy) management <strong>plan</strong> for employment areas that<br />

achieves similar targets to residential/whole <strong>of</strong> community<br />

precincts, in the reduction <strong>of</strong> potable mains water, delivery <strong>of</strong><br />
