P 4.7 Development in the <strong>growth</strong> area should provide for 22,000 jobs. The<br />
job <strong>of</strong>fer should meet best practice standards in terms <strong>of</strong> number and<br />
type <strong>of</strong> jobs, including provision <strong>of</strong> the so-called ‘higher order’<br />
pr<strong>of</strong>essional, managerial and advanced technical jobs.<br />
P 4.8 Development in the <strong>growth</strong> area should complement the existing<br />
activity centre and industrial development structure <strong>of</strong> <strong>Geelong</strong>, with a<br />
focus on meeting the sub-regional needs <strong>of</strong> the local population and<br />
business base.<br />
The application <strong>of</strong> these principles is expressed in three <strong>urban</strong> land use groups as<br />
follows:<br />

Industrial areas; and<br />
Emergent business locations.<br />

4.4.4 INDUSTRIAL AREAS<br />
Industrial Land Budget<br />
The overall generation <strong>of</strong> industrial (including new economy industrial) activity from<br />
Armstrong Creek’s population base is assessed as potentially 645 hectares. Of<br />
this figure, 270 hectares will be accommodated within the <strong>growth</strong> area and the<br />
residual in other parts <strong>of</strong> the <strong>Geelong</strong> region, which has vacant land stock.<br />
This is based on the 54,000 residents in Armstrong Creek potentially generating a<br />
need for:<br />

187 hectares <strong>of</strong> land for manufacturing;<br />
316 hectares <strong>of</strong> land for logistics;<br />
103 hectares <strong>of</strong> land for service industry; and<br />
39 hectares <strong>of</strong> land for other purposes.<br />
Armstrong Creek is being positioned (see below) for two <strong>of</strong> the possible industrial<br />
segments: manufacturing (in particular hi tech manufacturing) and service industry.<br />
The other segments are to be accommodated elsewhere in the <strong>Geelong</strong> region.<br />
This provides an Armstrong Creek industrial land budget <strong>of</strong> 290 hectares,<br />
segmented as:<br />
