3 FRAMEWORK PLAN<br />
3.1 KEY STRUCTURING ELEMENTS<br />
Make not little <strong>plan</strong>s; they have no magic to stir men’s blood and probably<br />
themselves will not be realized. Make big <strong>plan</strong>s; aim high in hope and work,<br />
remembering that a noble, logical diagram once recorded will never die, but<br />
long after we are gone will be a living thing, asserting itself with everygrowing<br />

The Framework Plan illustrated in Figure 3.1 sets out the key structuring elements<br />
<strong>of</strong> the UGP. It should be noted that the infrastructure alignments and boundaries<br />
between <strong>urban</strong> land uses are indicative only, and subject to refinement at the<br />
Precinct Structure Planning stage.<br />
