P 6.3 A mixed-use corridor should be provided along Torquay Road,<br />
excluding bulky goods retailers, but containing <strong>of</strong>fices and highdensity<br />
residential accommodation.<br />
P 6.4 Two Neighbourhood Activity Centres should be developed, one on<br />
Horseshoe Bend Road (the “North Eastern Neighbourhood Activity<br />
Centre”) and one on Barwon Heads Road, (the “South Eastern<br />
Neighbourhood Activity Centre”). Each <strong>of</strong> these centres should<br />
contain convenience retailing, business and community services, and<br />
high-density residential accommodation. In particular, the<br />
Neighbourhood Activity Centres should contain:<br />
o<br />
a single supermarket;<br />
o a government primary school and associated local sporting facilities<br />
jointly used by the community; and<br />
o<br />
a ‘family hub’ <strong>of</strong> children and family support services including parenting<br />
support, child health services, medical, community health and wellness<br />
services, as well as other flexible spaces for use by all lifecycle groups.<br />
Retail floorspace in the North Eastern Neighbourhood Activity Centre<br />
should be capped at 7,000m 2 .<br />
P 6.5 Local centres should be developed in areas that have relatively poor<br />
access to the three primary centres, including at Marshall Station and<br />
the possible future public transport interchange at Rossack Drive, and<br />
adjacent to the aged care facility near Torquay Road. All local centres<br />
should contain:<br />
o<br />
local shops (at least a multi-purpose ‘corner’ store);<br />
o a government primary school and associated local sporting facilities<br />
jointly used by the community (except at Marshall, where an additional<br />
school is not required); and<br />
o a ‘family hub’ <strong>of</strong> children and family support services associated with<br />
kindergarten, child care, maternal and child health.<br />
P 6.6 Additional multi-purpose ‘corner’ stores co-located with a local park<br />
should be provided within 400 metres <strong>of</strong> all dwellings.<br />
P 6.7 Three ‘Specialised Local Centres’ should be developed to service the<br />
proposed employment areas. These centres should contain services<br />
such as cafes and restaurants to serve the needs <strong>of</strong> the workforce,<br />
along with higher job density activities such as research and<br />
development.<br />
