4.6.4 ACTIVITY CENTRE STRUCTURE<br />
The overall activity centre structure, based on the sub-regional population level <strong>of</strong><br />
54,000, is anchored by a Major Activity Centre, supported by two supermarketbased<br />
Neighbourhood Activity Centres and a series <strong>of</strong> local shop nodes (which<br />
includes two transit oriented nodes). The Neighbourhood and local centres will<br />
provide the lower order facilities and services but will be large enough to minimize<br />
the economic risk for the retail and associated activities in the centres.<br />
The size and role <strong>of</strong> the three primary activity centres within the <strong>growth</strong> area will be<br />
determined by the ultimate population level <strong>of</strong> the area (given by housing density<br />
and take up) and by the socio-economic and demographic composition <strong>of</strong> the<br />
population. Whilst the activity centre structure <strong>of</strong> the UGP is based on the<br />
population level noted above, the formation <strong>of</strong> the three primary centres remains<br />
valid in the context <strong>of</strong> a lower housing density and population yield (albeit the size<br />
<strong>of</strong> centres is scaled back in such a scenario). The UGP is therefore considered<br />
robust in terms <strong>of</strong> density and population yield risk.<br />
The range <strong>of</strong> community facilities and services or opportunities for interaction have<br />
been developed taking into account the spatial distribution and staging <strong>of</strong> facilities<br />
and services within this hierarchy or network <strong>of</strong> activity centres. Such a hierarchy<br />
is the most efficient and equitable way <strong>of</strong> providing the commercial, shopping,<br />
education, health, recreation and other community facilities and services.<br />
The development and composition <strong>of</strong> the activity centres will recognise that the<br />
facilities and services will operate within an existing network in the Waurn Ponds –<br />
Grovedale area. The location and timing <strong>of</strong> provision must be related to the rate <strong>of</strong><br />
household formation and the demographic characteristics <strong>of</strong> households likely to<br />
use the facilities provided.<br />
