4.7.3 PRINCIPLES – OPEN SPACE AND RECREATION<br />
The following principles should guide the development <strong>of</strong> the Armstrong Creek<br />
<strong>growth</strong> area:<br />
P 7.1 An indoor leisure centre would ideally be provided in the Major Activity<br />
Centre, including a privately-operated lap pool and gymnasium.<br />
P 7.2 Indoor sports stadia would ideally be provided with each <strong>of</strong> the two<br />
government secondary schools, each containing two basketball<br />
courts.<br />
P 7.3 At least 10% <strong>of</strong> subdividable land within the <strong>growth</strong> area should be<br />
provided as unencumbered public open space in residential precincts.<br />
P 7.4 Two regional sporting facilities should be provided, one each <strong>of</strong> at<br />
least 8 and 12 hectares consisting <strong>of</strong> multi-purpose sports reserves<br />
with the potential to accommodate soccer pitches, football/ cricket<br />
ovals, etc, and located close to good public transport, the recreational<br />
trail network (see below), and proposed retarding basins to minimise<br />
the cost <strong>of</strong> using stormwater run<strong>of</strong>f for irrigation.<br />
P 7.5 Public sports grounds should be shared between schools and the<br />
wider community. Co-located ovals will create more manageable<br />
facilities. The sports grounds should be multi-purpose, irrigated<br />
playing fields, able to be used for a variety <strong>of</strong> sports. Where possible,<br />
harvested stormwater should be used for irrigating the fields, rather<br />
than potable water.<br />
P 7.6 Small local parks <strong>of</strong> at least 0.5 hectares each, containing play<br />
equipment, should be provided throughout the residential areas in<br />
accordance with Clause 56 <strong>of</strong> the <strong>Greater</strong> <strong>Geelong</strong> Planning Scheme.<br />
P 7.7 The existing and new watercourses and their associated floodplains<br />
should be revegetated to provide opportunities for people to<br />
experience nature and ‘escape’ from the <strong>urban</strong> environment. These<br />
also contain most <strong>of</strong> the remnant native vegetation and indigenous<br />
cultural heritage sites in the <strong>growth</strong> area.<br />
P 7.8 A regional scale conservation park should be created at the eastern<br />
end <strong>of</strong> Armstrong Creek around existing Stewarts Road Reserve,<br />
taking in Hooper’s Paddock, adjacent south and west <strong>of</strong> Horseshoe<br />
Bend Road, Armstrong Creek between Torquay Road and Batten<br />
Road and the <strong>Geelong</strong> Crematorium/ Cemetery. This consolidates<br />
one <strong>of</strong> the largest blocks <strong>of</strong> remnant native vegetation. Much <strong>of</strong> it is<br />
