To supply the development area, a spur from the proposed 160mm supply main<br />

would enter the study area at a strategic location, and terminate at a Field<br />

Regulator (required to maintain the distribution pressure in the gas reticulation<br />

system, particularly at peak demand times). From the Field Regulator, smaller gas<br />

mains and reticulation systems will supply gas to the end users. The Field<br />

Regulator is likely to be constructed underground with an approximate size <strong>of</strong> 4m x<br />

4m x 3m deep.<br />

The initial preference is that the spur be located at the intersection <strong>of</strong> Mt. Duneed<br />

Road and Torquay Road. The new gas main will then enter the study area along<br />

Torquay Road reserve and extend as far as the proposed Major Activity Centre<br />

location, where the Field Regulator would be constructed.<br />

KEY CONCEPT: RENEWABLE ENERGY<br />

Managing the level <strong>of</strong> greenhouse emissions and resource consumption related<br />

to energy is a key challenge for the future. A comprehensive sustainable energy<br />

policy for the Armstrong Creek <strong>urban</strong> <strong>growth</strong> area is needed to achieve the most<br />

benefit for the development. Such a policy is multi-facetted and should include:<br />

<br />

<br />

demand reduction strategies, i.e. reduced energy consumption by good<br />

<strong>plan</strong>ning and design; and<br />

supply strategies, i.e. stationary energy (conventional/grid, renewable<br />

sources) and transport energy.<br />

The staged implementation <strong>of</strong> the sustainable energy policy relies upon the robust<br />

processes for:<br />

setting <strong>of</strong> the sustainable energy vision for the precinct and investigation,<br />

analysis and setting <strong>of</strong> individual and collective strategies;<br />

policy setting within a local, regional, state and national context;<br />

frameworks for attracting partners to achieve the vision in a context <strong>of</strong> good<br />

sustainable business;<br />

promotion and education to encourage reduced consumption and higher<br />

percentage demand for sustainable energy; and<br />

careful space <strong>plan</strong>ning to facilitate short and long term strategies.<br />

Implementation at each stage needs to be cognisant <strong>of</strong> the vision, strategies,<br />

policies, frameworks, partnering, business strategies and demand led success <strong>of</strong><br />

the sustainable energy solutions.<br />
