facilities, it is advisable that the pattern <strong>of</strong> service distribution in the adjacent<br />
suburbs not be replicated in the <strong>growth</strong> area.<br />
Instead, the co-location <strong>of</strong> services that aim to meet the diverse needs <strong>of</strong> children<br />
and families in a community generates benefits in terms <strong>of</strong> encouraging the<br />
development <strong>of</strong> social networks and cohesion, and reducing the need for singlepurpose<br />
car-based trips. At the local level, multipurpose community facilities<br />
should include child care and family support hubs, which have the potential to bring<br />
together services that aim to meet the diverse needs <strong>of</strong> children and families within<br />
a community, and may also include family support services, parenting support,<br />
child health services, community activities and education services.<br />
4.6.3 PRINCIPLES – ACTIVITY CENTRES<br />
The following principles should guide the development <strong>of</strong> the Armstrong Creek<br />
<strong>growth</strong> area:<br />
P 6.1 An activity centre should be provided at the heart <strong>of</strong> each<br />
neighbourhood, containing locally-oriented facilities and services—<br />
convenience shops, a primary school (in most cases), community<br />
services and local sporting facilities.<br />
P 6.2 A Major Activity Centre should be developed alongside Torquay Road<br />
towards the south <strong>of</strong> the <strong>growth</strong> area. This should provide a full range<br />
<strong>of</strong> convenience and comparison retail together with a wide range <strong>of</strong><br />
community facilities and services, entertainment and employment<br />
opportunities, and high-density residential accommodation. In<br />
particular, the Major Activity Centre should contain:<br />
o all retail and entertainment activities with a sub-regional catchment<br />
(except those located in the mixed use corridor along Torquay Road);<br />
o a privately-run medical/ wellness centre associated with allied health<br />
services, indoor leisure centre and gymnasium;<br />
o a library/ culture/ adult learning centre (including TAFE, University <strong>of</strong><br />
Third Age and meeting rooms);<br />

a <strong>City</strong> <strong>of</strong> <strong>Greater</strong> <strong>Geelong</strong> Customer Service Centre with police<br />
shopfront;<br />
a multi-level aged care facility including independent living and supported<br />
low level care;<br />
