Therefore, it is critical that the UGP promotes and facilitates public transport for<br />

reasons <strong>of</strong> both environmental sustainability and social equity. The <strong>growth</strong> area is<br />

large enough to warrant multiple levels <strong>of</strong> public transport:<br />

heavy rail for longer-distance trips, eg. to central <strong>Geelong</strong> or<br />

Melbourne;<br />

buses for regional trips, eg. to Torquay or <strong>Geelong</strong>;<br />

buses for sub-regional trips, eg. to Deakin University;<br />

light-rail or rapid bus, to take people to and from stations on the rail<br />

system and act as an internal distribution system; and<br />

local community bus services, for special needs groups.<br />

Longer-distance Public Transport<br />

Marshall is already serviced by a railway station <strong>of</strong>fering services to central<br />

<strong>Geelong</strong> and beyond to North <strong>Geelong</strong> and Melbourne. The presence <strong>of</strong> the rail<br />

line along the whole northern boundary <strong>of</strong> the <strong>growth</strong> area <strong>of</strong>fers the opportunity to<br />

supplement this with a new public transport interchange.<br />

However, even with this additional public transport interchange, much <strong>of</strong> the <strong>growth</strong><br />

area would still be relatively distant from longer-distance public transport services.<br />

Therefore, if the <strong>growth</strong> area is to be properly served, a high quality public transport<br />

link is needed that extends southwards into the development.<br />

The Department <strong>of</strong> Infrastructure, in conjunction with key stakeholders such as<br />

V/line and the <strong>City</strong> <strong>of</strong> <strong>Greater</strong> <strong>Geelong</strong>, is undertaking a study <strong>of</strong> this rail corridor.<br />

This study will review all current railway stations and potential future public<br />

transport interchanges on the corridor.<br />

Local Public Transport<br />

Key elements <strong>of</strong> a successful local public transport service are:<br />

convenience—linking places that people want to travel between;<br />

speed—at least comparable with travel by private car;<br />

reliability;<br />

frequency—preferably sufficient that passengers do not feel the need<br />

to consult a timetable;<br />

safety—for all types <strong>of</strong> people at all times <strong>of</strong> day and night; and<br />
