complement and add value to it to compensate for potential detrimental effects<br />

such as additional through traffic and the loss <strong>of</strong> a rural setting.<br />

The Armstrong Creek <strong>growth</strong> area has many attributes from the perspective <strong>of</strong><br />

creating a setting for a sustainable community, including its location alongside<br />

existing <strong>urban</strong> infrastructure—including, in particular, a railway line—its proximity to<br />

the Deakin University Waurn Ponds Campus and its relatively close proximity to<br />

the employment opportunities and services <strong>of</strong>fered by central <strong>Geelong</strong>. The<br />

Armstrong Creek UGP thus represents a unique opportunity to create a sustainable<br />

<strong>urban</strong> extension <strong>of</strong> <strong>Geelong</strong> by applying the most progressive and innovative<br />

techniques to the design <strong>of</strong> the new community.<br />

The <strong>City</strong> <strong>of</strong> <strong>Greater</strong> <strong>Geelong</strong> is committed to overseeing a form <strong>of</strong> greenfield<br />

development that is as sustainable as practicable. The brief for this project states:<br />

The UGP must aim to utilise best practice in <strong>urban</strong> development <strong>plan</strong>ning<br />

and provide a “cutting edge” model for future housing areas. There will be<br />

an emphasis on environmental sustainability, water sensitive <strong>urban</strong> design,<br />

social/community needs and provision <strong>of</strong> a range <strong>of</strong> residential densities and<br />

styles.<br />

However, it is recognised that the best <strong>plan</strong> is <strong>of</strong> no use unless it is deliverable.<br />

The approach taken in this <strong>plan</strong>, therefore, is to optimise development outcomes<br />

within the ‘real-world’ economic and political framework. It seeks to create leadingedge<br />

standards, but not at the cost <strong>of</strong> an unimplementable <strong>plan</strong>. In most cases,<br />

this means evolution, not revolution: today’s best practice taken forward,<br />

responding to future possibilities but within the current economic and social<br />

climate. However, it also means ensuring the potential remains to capture the<br />

benefits <strong>of</strong> revolutionary ideas that may become feasible in the future.<br />
