A Disaster is “A destructive event with casualties that overwhelm a community’s ability<br />

to respond.”<br />

All affected <strong>Department</strong>s and Centres should give early consideration to calling in extra<br />

staff before they are needed. The Code Brown Disaster Response may be activated for:<br />

State Disasters<br />

After the Victorian State Disaster Plan (Displan) has been activated. This plan is<br />

activated by the State Displan Co-ordinator in the event <strong>of</strong> a major external disaster.<br />

Major Incidents<br />

Disaster within our locality, that overwhelms St Vincent’s ability to respond.<br />

Internal Accidents<br />

Disaster on the organisational level. Eg.: following a Code Yellow or Red, a Code<br />

Brown may need to be activated.<br />
