REQUEST FOR PROPOSALS<br />

STATEWIDE FINGERPRINT IMAGING SYSTEM (SFIS) TERMINAL OPERATOR SERVICES<br />

Program’s definition of Employer or that it meets any of <strong>the</strong> exceptions to<br />

<strong>the</strong> Living Wage Program, <strong>the</strong>n <strong>the</strong> Proposer must complete and submit to<br />

<strong>the</strong> County, by Thursday, January 3, 2013 by 12:00 p.m., <strong>the</strong> Application<br />

<strong>for</strong> Exemption, as set <strong>for</strong>th in Appendix D - Required Forms Exhibit 18,<br />

including all necessary documentation to support <strong>the</strong> claim. Proposer will<br />

be notified by Thursday January 17, 2013 of <strong>the</strong> County’s decision.<br />

2.7 PROPOSERS CONFERENCE<br />

A Mandatory Proposers Conference will be held to discuss <strong>the</strong> <strong>RFP</strong> and<br />

Living Wage Ordinance Requirements. County staff will respond to<br />

questions from potential Proposers. All potential Proposers must attend<br />

this conference or <strong>the</strong>ir proposals will be rejected (disqualified) without<br />

review and eliminated from fur<strong>the</strong>r consideration. Each potential Proposer<br />

must send at least one representative from <strong>the</strong>ir agency to <strong>the</strong> Proposer’s<br />

Conference. The conference is scheduled as follows:<br />

Two (2) separate proposals must be submitted: a Business Proposal<br />

and a Cost Proposal. All Proposals must be bound and submitted in<br />

<strong>the</strong> prescribed <strong>for</strong>mat. Any Proposal that deviates from this <strong>for</strong>mat<br />

may be rejected without review at <strong>the</strong> County’s sole discretion.<br />

In preparing <strong>the</strong> written proposal, <strong>the</strong> Proposer should ensure that <strong>the</strong><br />

proposal responds completely and thoroughly to all requirements set <strong>for</strong>th<br />

in this <strong>RFP</strong>.<br />

The objective of <strong>the</strong> proposal submission is <strong>for</strong> DPSS to ascertain <strong>the</strong><br />

Proposer’s ability to meet or exceed <strong>the</strong> required service level. In<br />

addition, specific in<strong>for</strong>mation is requested from all Proposers to ensure<br />

that <strong>the</strong> proposals can be fairly compared and evaluated in a standard<br />

manner.<br />

Only in<strong>for</strong>mation that is contained in <strong>the</strong> written proposal will be evaluated.<br />

Proposals must adhere to <strong>the</strong> specified page limits. The County may, in<br />

its sole discretion, disregard any pages over <strong>the</strong> limits.<br />

The one original proposal must be labeled as “Original” on <strong>the</strong> cover page.<br />

Copies must be labeled on <strong>the</strong> cover page as “Copy 1 of 4,” “Copy 2 of 4,”<br />

etc., as appropriate. The Proposal is written in English and all numerical<br />

data furnished are in foot, pound, and second system of units of<br />
