REQUEST FOR PROPOSALS<br />

STATEWIDE FINGERPRINT IMAGING SYSTEM (SFIS) TERMINAL OPERATOR SERVICES<br />

A, <strong>the</strong> Requirements of <strong>the</strong> Appendix B, Statement of Work and<br />

Appendix C, SOW Exhibits, as stated in Section E, of <strong>the</strong><br />

proposal.(See <strong>RFP</strong>, Paragraph 2.9.7). The County may deduct<br />

rating points or disqualify <strong>the</strong> proposal in its entirety if <strong>the</strong><br />

exceptions are material enough to deem <strong>the</strong> proposal nonresponsive.<br />

Proposers are fur<strong>the</strong>r notified that <strong>the</strong> County may, in its sole<br />

determination, disqualify any Proposer with whom <strong>the</strong> County<br />

cannot satisfactorily negotiate a contract.<br />

3.4.6 Living Wage Compliance (10%)<br />

A review/evaluation will be made based on <strong>the</strong> in<strong>for</strong>mation<br />

provided in Paragraph 2.9.10, Section G of <strong>the</strong> proposal. The<br />

review/evaluation will include:<br />

1) Financial Capability<br />

2) Proposer’s Staffing Plan<br />

3) Demonstrated Controls over Labor/Payroll Record Keeping<br />

a) Proposer will be evaluated on <strong>the</strong> firm’s labor/payroll<br />

record keeping system and regulatory compliance<br />

in<strong>for</strong>mation provided in Paragraph 2.9.10, Section G, of <strong>the</strong><br />

proposal.<br />

b) The County may conduct site visits to audit a Proposer’s<br />

labor/payroll record keeping system and processes.<br />

3.5 COST PROPOSAL EVALUATION CRITERIA (45%)<br />

The maximum number of possible points will be awarded to <strong>the</strong> lowest<br />

cost proposal. All o<strong>the</strong>r proposals will be compared to <strong>the</strong> lowest cost and<br />

points awarded accordingly. However, should one or more of <strong>the</strong><br />

Proposers request and be granted <strong>the</strong> Local SBE Preference and/or<br />

Transitional Job Opportunities Preference, <strong>the</strong> cost component points will<br />

be determined as follows:<br />

Local SBE Preference: Eight percent (8%) of <strong>the</strong> lowest cost proposed<br />

will be calculated, which shall not exceed $50,000, and that amount will be<br />

deducted from <strong>the</strong> cost submitted by all Local SBE Proposers who<br />

requested and were granted <strong>the</strong> Local SBE Preference.<br />

Transitional Job Opportunities Preference: Eight percent (8%) of <strong>the</strong><br />

lowest cost proposed will be calculated and that amount will be deducted<br />

from <strong>the</strong> cost submitted by all Proposers who requested and were granted<br />
