according to new performance indicators, including bibliometric research<br />
indicators aiming at measuring the quality of research.<br />
Conclusion<br />
The focus of policy in innovation has been on the commercialisation of<br />
research, primarily through university patenting and science parks. Given<br />
that the effectiveness of both these instruments is in question, some<br />
reconsideration is warranted. The Øresund Science <strong>Region</strong> could benefit<br />
from further rationalisation of the commercialisation of research. Incentives<br />
for quality of public research and development appear to be linked to the<br />
funding mechanisms for public research.<br />
2.5 Entrepreneurship policies<br />
Entrepreneurship plays an important role in generating economic growth<br />
in cities. This section describes the main actors in entrepreneurship policies<br />
in <strong>Copenhagen</strong> and their vision and policies; it also assesses their policies<br />
and the critical issues in the regional governance of entrepreneurship. 8<br />
Responsibilities of the main actors<br />
The <strong>Region</strong>al Centre of Growth in the Capital <strong>Region</strong> or Business Link<br />
Greater <strong>Copenhagen</strong> Area is an important actor in business services,<br />
employing around 25 people on a budget of DKK 20 million in 2008,<br />
primarily via a state grant. The main tasks of the centre in the Capital<br />
<strong>Region</strong> are to provide information, advice and mediation, as well as the<br />
administration of projects financed by the EU Structural Funds, the Capital<br />
<strong>Region</strong> and others. Information is provided via a website, a hotline and<br />
meetings organised by the centre, and advice through guidance, mentoring,<br />
coaching and networks. Mediation is conducted through private advisers,<br />
public organisations and banks. Important projects initiated by Business<br />
Link Greater <strong>Copenhagen</strong> Area are the <strong>Copenhagen</strong> Innovation Centre and<br />
the Fashion Accelerator.<br />
The Capital <strong>Region</strong> mainly provides visions and funding. <strong>Region</strong>al<br />
visions for the business area are formulated in the <strong>Region</strong>al Business<br />
Development Strategies and are drafted by regional growth forums in which<br />
representatives of business, education and government participate. In line<br />
with that vision, regions fund different business development projects. The<br />
Capital <strong>Region</strong>, for example, supports the <strong>Copenhagen</strong> Innovation Centre<br />
