Under-utilisation of immigrants is a challenge especially for<br />

<strong>Copenhagen</strong>, considering their higher proportion of the population. Within<br />

the metropolitan area, the city of <strong>Copenhagen</strong> has the most foreign citizens<br />

in absolute terms, although in relative terms, the surrounding municipalities<br />

of Ishoj (14.2%) and Albertslund (11.4%) have a larger proportion of<br />

foreigners, as against 11.3% in <strong>Copenhagen</strong>. Figures for the other large<br />

Danish cities are much smaller, with 6.2% in Aarhus, 6.0% in Odense and<br />

4.3% in Aalborg. Some of the municipalities surrounding the city of<br />

<strong>Copenhagen</strong> in the west and south, such as Ishoj, Albertslund, Brøndby and<br />

Hoje-Taastrup, have the highest share of non-Western immigrants. The city<br />

of <strong>Copenhagen</strong> and Frederiksberg have the largest share of Western foreign<br />

citizens, together with Gentofte and Lyngby-Taarbaek, municipalities to the<br />

north of <strong>Copenhagen</strong>. 20<br />

<strong>Copenhagen</strong>‘s rate of foreign-born population (13%) is modest<br />

compared to that of other metropolitan areas in the OECD (Figure 1.18), for<br />

example, Toronto (45%), Geneva (39%) and Amsterdam (29%). Other<br />

Scandinavian cities, such as Stockholm and Oslo, also have more foreigners<br />

(17% and 22%), while several cities in southern and eastern Europe have<br />

considerably lower proportions of foreigners. The four largest<br />

concentrations of foreigners in <strong>Copenhagen</strong> are from Turkey, Pakistan,<br />

Yugoslavia and Iraq, but they form a relatively small part of the total foreign<br />

population, in sharp contrast to several cities in France and the United<br />

Kingdom, where the four largest groups can constitute from 60% to 70% of<br />

the total foreign urban population. 21
