summit conference. One sustainable development initiative included the<br />
initiation of carbon-neutral development projects in the Northern Harbour<br />
(40 000 new inhabitants and 40 000 new jobs) and the Ørestad, along with<br />
the designation of low-energy zones with particularly strong energy<br />
requirements. Similarly, funding has been programmed for pilot projects<br />
on energy investments in city administration buildings, initiatives for<br />
employees of the city administration, and experimentation for hydrogenfuelled<br />
cars and Intelligent Transport Systems (ITS). The City of<br />
<strong>Copenhagen</strong> has also launched a website on climate change issues,<br />

By creating ―low emission zones‖ (LEZs), the programme targets<br />
emissions of particulate matter from heavy-duty vehicles (HDVs). Under<br />
the programme, HDVs will not be allowed to enter LEZs unless they are<br />
equipped with filters (approved by the Danish Road Safety and Transport<br />
Agency) which reduce particulate emissions by 80%. The filters will be<br />
required on Euro 0-2 HDVs from July 2008 and on Euro 3 HDVs from<br />
