1.0 PURPOSE AND SCOPE<br />
1.1 PURPOSE: This agreement def<strong>in</strong>es the responsibilities and policies<br />
that will govern the development, production and acceptance of the<br />
Small Multi-Mission Modular Spacecraft (SMMS)<br />
and support<strong>in</strong>g systems<br />
for use on Space Test Program (STP)<br />
missions with the Space Transportation<br />
System (STS).<br />
This agreement is directive <strong>in</strong> nature and<br />
will serve as the govern<strong>in</strong>g agreement for more detailed policies as<br />
developed by the implement<strong>in</strong>g agencies:<br />
Goddard Space Flight Center<br />
(GSC) for th6 National Aeronautics and Space Adm<strong>in</strong>istration (<strong>NASA</strong>)<br />
and the Space Test Program for the Department of Defense (DOD).<br />
Amendments or revisions to this Memorandum may be made only by the<br />
mutual consent of the DOD and <strong>NASA</strong>.<br />
1.2 SCOPE: Effective and efficient use of the STS demands an environment<br />
of <strong>in</strong>teragency cooperation and avoidance of duplicative efforts. STS<br />
Jo<strong>in</strong>t development and use is covered by presidential directive issued<br />
<strong>in</strong> January, 1972.<br />
This agreement addresses jo<strong>in</strong>t <strong>NASA</strong> and DOD<br />
responsibilities and f<strong>in</strong>ancial liabilities for the development,<br />
production and use of a STS compatible spacecraft , SM4S, and<br />
support<strong>in</strong>g systems.<br />
2.0 EXPT,ANA'VoN OF TERMS: <strong>The</strong> follow<strong>in</strong>g explanations are provided to<br />
clarify specific terms used <strong>in</strong> this agreement.<br />
2.1 SPACE TRANSPORTATION SYSTEM (STS): <strong>The</strong> STS is tne reusable laUnch<br />
vehicle system consist<strong>in</strong>g of two so1id rocket motors, an expendable<br />
fuel tank, and orbitor vohicle with its payload bay.<br />
Attendant<br />
support systems, launch tower and operations services are <strong>in</strong>cluded<br />
as part of the over-ill LiyLtem.<br />

STS will bo used.
