5.0 <strong>NASA</strong> AND DOD FINANCIAL POLICIES: <strong>The</strong> follow<strong>in</strong>g f<strong>in</strong>ancial policies<br />

and. pr<strong>in</strong>ciples shall apply to the Small Multi-Mission Modular Spacecraft<br />

and support<strong>in</strong>g flight, ground handl<strong>in</strong>g and checkout systems.<br />

It is the <strong>in</strong>tent of this section to enumerate f<strong>in</strong>ancial liability of<br />

each agency with respect to S?44S expendable and reuseable equipment,<br />

software -and documentation.<br />

5.1 EXPENDABLE EQUI PMENT<br />

5.1.1 Small Multi-Mission Modular Spacecraft (SMMS)<br />

5.1.1.1 <strong>NASA</strong> has developmental responsibility and non-recurr<strong>in</strong>g fiscal liability<br />

for the SMHS.<br />

5.1.1.2 <strong>NASA</strong> has production responsibility per the <strong>in</strong>teragency procurement<br />

model and assumes recurr<strong>in</strong>g fiscal liability for all <strong>NASA</strong> missions<br />

us<strong>in</strong>g the SMMS.<br />

5.1.1.3 DOD has fiscal liability for the recurr<strong>in</strong>g costs of the SMNS needed<br />

to support STP missions. Such liability shall be a function of the<br />

Jo<strong>in</strong>t agency cost model.<br />

DOD payment will commence to <strong>NASA</strong> three<br />

years before scheduled launch on a TBD,<br />

TBD and TBD reimbursement<br />

basis.<br />

5.1.2 Other expendable equipment used to satisfy a specific STP mission<br />

shall be<br />

procured on a cost reimbursement schedule as mutually<br />

agreed by STP and GSFC.<br />
