l4.1.7 STP will review the HFP documents for compliance with STP systems<br />

performance, qualification and acceptance requirements.<br />

Deviations<br />

will be assessed and resolved with GSFC before release of the RFP<br />

to <strong>in</strong>dustry.<br />

4.1.8, GSFC will conduct the proposal evaluation accord<strong>in</strong>g to established<br />

<strong>NASA</strong> procedures.<br />

4.1.9 STP will advise GSFC on pert<strong>in</strong>ent STP requirements dur<strong>in</strong>g the<br />

4proposal<br />

evaluation period.<br />

4.1.10 <strong>NASA</strong> will award the SMMS systems contract(s) from among those bidders<br />

which setisfy STP requirements.<br />

4.1.11 STP will concur <strong>in</strong> the selection(s).<br />

4.2 SMMS SYI.TEMS DEVELO'ENT<br />

4.2.1 GSFC is responsible for the development of the SMIS systems to the<br />

basel<strong>in</strong>e set of requirements and specifications as established at<br />

the award of the S14 development contract(s).<br />

4.2.2 Design changes to the SS systems basel<strong>in</strong>e which have resulted<br />

from NArA or STP mission unique requirements will be the responsibility<br />

of the orig<strong>in</strong>at<strong>in</strong>g agency.<br />

4.2.3 STS Impcsed design chianges to the S4MIS systems will be a <strong>NASA</strong><br />

responsibility and fiscal liability.
