traces the development of <strong>NASA</strong>-<strong>DoD</strong> cooperation <strong>in</strong> the U.S. space program<br />

from the establishment of the Eisenhower space policies through<br />

the mid-1960s. It deals with the creation of the National Aeronautics<br />

and Space Act, the organizational arrangements to ensure coord<strong>in</strong>ation<br />

between <strong>NASA</strong> and <strong>DoD</strong>, and the result<strong>in</strong>g <strong>NASA</strong>-<strong>DoD</strong> relationship as it<br />

evolved over the years.<br />

Section III presents the case study objectives<br />

and guidel<strong>in</strong>es, describes the spacecraft configurations and the necessary<br />

modifications needed for use by the Air Force for the Space Test<br />

Program missions, analyzes the mission model, and presents the estimates<br />

for the spacecraft nonrecurr<strong>in</strong>g and recurr<strong>in</strong>g costs, as well as<br />

the costs of the various launch options.<br />

Section IV summarizes and<br />

compares the program costs of alternative spacecraft procurement options,<br />

the results of the sensitivity analyses conducted, and the conclusions<br />

of the case study.<br />

Section V presents a discussion of the<br />

organizational <strong>in</strong>teractions between <strong>NASA</strong> and <strong>DoD</strong> dur<strong>in</strong>g the case study.<br />

Section VI briefly exam<strong>in</strong>es some of the prospects and problems of<br />

apply<strong>in</strong>g the <strong>NASA</strong>-<strong>DoD</strong> cooperation experience to other situations where<br />

<strong>in</strong>teragency or <strong>in</strong>ternational cooperation may be an important <strong>in</strong>gredient.<br />

Separate appendixes briefly discuss the spacecraft and program<br />

cost analyses, and the technical assessments of the relative state of<br />

the art of the major spacecraft subsystems <strong>in</strong> the AEM, STPSS, and MMS.<br />

Also <strong>in</strong>cluded is some correspondence about <strong>NASA</strong> and <strong>DoD</strong> jo<strong>in</strong>t participation<br />

<strong>in</strong> provid<strong>in</strong>g a standard spacecraft to satisfy the Air Force<br />

Space Test Program Office requirements.
