The expansion of the domain of statistical production and thereby increasing the supply of<br />

Addressing the statistical information gap through an integrated system of production, which<br />

<strong>Statistics</strong> Act (Act No. 6 of 1999);<br />

of state; and<br />

Development of statistical skills and statistical capacity, not only in Stats SA, but also<br />

amongst all organs of state that have a responsibility to produce statistics.<br />

Council considered the <strong>Work</strong> <strong>Programme</strong> for 2012/13 in terms of section 5(1)(a) of the <strong>Statistics</strong> Act<br />

(Act No. 6 of 1999), which states that: ‘The minister must, on recommendation of the Statistician-<br />

General, prioritise the work programme of <strong>Statistics</strong> <strong>South</strong> <strong>Africa</strong> in accordance with the purpose<br />

<br />

<br />

In recommending approval of the <strong>Work</strong> <strong>Programme</strong> to the Minister and the Statistician-General,<br />

Council raised a number of concerns. The main concern is that, given the budget allocation provided<br />

for Stats SA in terms of the Medium Term Expenditure Framework (MTEF), Stats SA will not be<br />

able to implement its programme to achieve the objectives of the 5-year strategic plan. In this<br />

work programme, the following activities and plans that support the objective to expand statistical<br />

production are not funded:<br />

The implementation of the 2008 System of National Accounts (SNA 2008) and the<br />

associated activities of the implementation of the International Standard for Industrial<br />

<br />

those of our major trading partners;<br />

Expanding the capacity of Stats SA to compile GDP estimates from all three approaches of<br />

production, income and expenditure;<br />

The Living Conditions Survey, which is the key survey to provide insights into the status<br />

<br />

<br />

services used to measure CPI earlier as was anticipated, and this will now only be adjusted<br />

based on the Income and Expenditure Survey to be conducted in 2015/16;<br />

Developing and implementing a strategy for independent estimates of agriculture that informs<br />

economic growth and rural development, food security and land reform;<br />

Compilation of the environmental economic accounts, which measures sustainable resource<br />

management; and<br />

<br />

infrastructure that supports national, provincial and local surveys.
