4.3 Service delivery improvement plan (SDIP)
Since 1994, government has targeted the acceleration of service delivery to communities. The major policy instrument in
this regard has been the White Paper on the Transformation of the Public Service, 1995 (the Batho Pele principles). This
policy sets out eight transformation priorities, among which transforming service delivery is regarded as key. The document
provides a policy framework and practical implementation strategy for the improvement of service delivery.
To this end, a complaints mechanism was developed and a compendium of services document was published that describes

subscribers through the StatsOnline newsletter, both nationally and internationally. A concerted effort has been made by
Stats SA to ensure that all publications are published with comprehensive metadata to promote transparency, understanding
and usage of data. Communication with stakeholders is encouraged through consultation and statistical literacy workshops,
as well as exhibitions and presentations throughout the country.
