schedules before the school year got <strong>in</strong>to full sw<strong>in</strong>g aga<strong>in</strong>. It<br />

was not to be. Although Srebrenica and Gorazde had fallen,<br />

the new push was for Bihac. SETAF wanted to ensure that<br />

its TF Lion could adjust to a new possible location, so on<br />

short notice we comb<strong>in</strong>ed forces for Mounta<strong>in</strong> Shield II. MS<br />

II was aga<strong>in</strong> <strong>in</strong> Graf. The 72nd provided C 2 over the<br />

reach-back locations <strong>in</strong> Heidelberg. Aga<strong>in</strong>, there were lots of<br />

problems with the NATO 4B satellite. At least this time we<br />

got to meet with the NATO Communications Organization<br />

and Signal Support Activity (NACOSA) and the Regional<br />

Satellite Support Center (RSSC) representatives about the<br />

problem dur<strong>in</strong>g the exercise. This set the stage for a<br />

follow-on test later <strong>in</strong> November.<br />

October 1995 brought a plethora of new tra<strong>in</strong><strong>in</strong>g<br />

requirements, m<strong>in</strong>e awareness, etc. The only real difficulty<br />

was that certification for these tasks could be acquired only<br />

through the Seventh <strong>Army</strong> Tra<strong>in</strong><strong>in</strong>g Center (7ATC) at<br />

Grafenwoehr, which led to large logistics requirements as<br />

we worked to get soldiers tra<strong>in</strong>ed through each of the<br />

required U.S. <strong>Army</strong> Europe (USAREUR) wickets. At the<br />

same time, we (the commanders and staff) were meet<strong>in</strong>g<br />

regularly to work what we knew of the mission<br />

requirements. At this time the battalion still had not gotten<br />

firm guidance on missions and customers. Consequently,<br />

and co<strong>in</strong>cidentally, no one was allowed down-range to see<br />

the actual ground we were to set up on. An Allied Force<br />

Southern Europe (AFSOUTH) team, which really had no<br />

concept of our needs and really was not concerned with<br />

them, had done the only surveys of our NATO sites. They<br />

were mostly account<strong>in</strong>g for the Tactical Satellite Ground<br />

Term<strong>in</strong>al (TSGT) and other NATO assets that they would<br />

be br<strong>in</strong>g<strong>in</strong>g <strong>in</strong>to the theater. EOM October/November<br />

brought plann<strong>in</strong>g for Brigade Exercise Soar<strong>in</strong>g Eagle,<br />

which was orig<strong>in</strong>ally planned to be the follow-on exercise for<br />

Roll<strong>in</strong>g Eagle. It would <strong>in</strong>corporate several networks<br />

together, <strong>in</strong>clud<strong>in</strong>g 22nd Signal Brigade (MSE) and ARRC.<br />

As it turned out, the dynamic nature of the plann<strong>in</strong>g at this<br />
