drivers could not operate a motor vehicle <strong>in</strong> excess of 10<br />

consecutive hours with<strong>in</strong> a 24-hour period.<br />

To accomplish the CSC mission, we deployed a<br />

squad-size element to each location. With a lieutenant <strong>in</strong><br />

command, the tailored squads had a large cont<strong>in</strong>gent of<br />

mechanics, a strong NCO, some truck drivers, and two<br />

adm<strong>in</strong>istrative personnel. Fortunately for us, several<br />

lieutenants and NCOs were fluent <strong>in</strong> German and<br />

developed trust<strong>in</strong>g relationships with their host-nation<br />

partners. Soon after, we <strong>in</strong>stituted a 90-day rotation policy<br />

for personnel at the CSC sites, and cont<strong>in</strong>ued to support<br />

these sites until relieved by V Corps <strong>in</strong> June 1996.<br />

A battalion mission complementary to EAGLE<br />

EXPRESS was provid<strong>in</strong>g convoy escorts for deploy<strong>in</strong>g 1st<br />

Armored Division and V Corps units. We were directed to<br />

provide command and control vehicles with ma<strong>in</strong>tenance<br />

trail parties to each V Corps convoy that departed CR for the<br />

Intermediate Stag<strong>in</strong>g Base (ISB) at Taszar, Hungary, via<br />

EAGLE EXPRESS. V Corps planners, division transportation<br />

officers, and my S3, who returned to Mannheim after a<br />

month’s stay <strong>in</strong> Grafenwoehr, developed a schedule to meet<br />

the convoy requirements.<br />

All 1st Armored Division convoys orig<strong>in</strong>ated <strong>in</strong> my<br />

battalion motor park. The 109th TC was given the escort<br />

mission. Company officers and senior NCOs were<br />

designated as convoy commanders. The 109th TC<br />

oftentimes resorted to borrow<strong>in</strong>g wreckers from sister<br />

companies <strong>in</strong> order to provide the ma<strong>in</strong>tenance trail party.<br />

From December 11-20, the 109th TC escorted V Corps unit<br />

convoys without <strong>in</strong>cident. The unit escorted two convoys per<br />

day over the 2-week w<strong>in</strong>dow. Each convoy averaged 20<br />

vehicles and 50 personnel.<br />

In late October 1995, our brigade headquarters was<br />

designated as the Theater Executive Agent for Reception,<br />

Stag<strong>in</strong>g, Onward Movement, and Integration (RSOI) of<br />

units <strong>in</strong>bound to CR. An essential mission for the RSOI was<br />

the operation of the A/DACGs at Ramste<strong>in</strong> and Rhe<strong>in</strong> Ma<strong>in</strong><br />
