In the Satellite Centres also have computers and printers bought by the province. They also have:<br />

• Photocopiers<br />

• Digital cameras and<br />

• Furniture<br />

All our personnel from the main centre and the satellite centres are provided with protective clothing to use when<br />

responding, whether during summer or winter. We do not have identification cards at present.<br />

Standby generator<br />

In the period under review we managed to procure a standby generator which is powerful enough to provide<br />

electricity for the whole centre during any power failure. It automatically starts in seconds during a power failure and<br />

switches itself off seven minutes after power is restored. We remain operational even during power shedding and our<br />

communication system can never be rendered dysfunctional.<br />

2.4.4.3 Capacity Building Programmes<br />

During the period under review we trained <strong>Chris</strong> <strong>Hani</strong> <strong>District</strong> <strong>Municipality</strong> personnel on certificated course on:<br />

Disaster Damage Assessment, conducted by Border Training Centre and Sphere Project conducted by DiMTEC<br />

(University of Free State).<br />

2.4.4.4 Inter Governmental Relations<br />

Disaster Management Advisory Forum<br />

Our <strong>District</strong> Disaster Management Advisory Forum is still functioning. We enjoy the support of some sector departments<br />

with the exception of the Department of Education, Department of Social Development, Department of Sports, Recreation<br />

and Culture and Department of Home Affairs, which is critical especially with regard to foreign nationals in our country.<br />

We have also changed our meetings which were held monthly to be bi-monthly so that we get enough time to<br />

implement programmes agreed to and have something to report back to the forum.<br />

As the Disaster Management Centre we also play a role in the following structures:<br />

• Eastern Cape Emergency Services Coordinating Committee (ECESCOC)<br />

• Disaster Management Institute of Southern Africa (DMISA)<br />

• Provincial Disaster Management Advisory Forum.<br />

Disaster Management Framework<br />

We are on the last lap towards the adoption of our Disaster Management Framework. We will make copies of our final<br />

draft document and place it in the offices of our Local Municipalities and invite people through newspapers, leaflets<br />

and community radios to inspect the document and propose amendments and/or additions. The frameworks were<br />

consulted in their respective areas but we feel that we should give them one last chance to look at the framework<br />

before tabling it before Council for adoption.<br />

Disaster Management Plans<br />

A Scientific Risk Assessment was conducted in the area by a service provider and a Disaster Management Plan has<br />

been drafted and presented twice to us. They are now busy finalising their final draft and will present it to the Mayoral<br />

Committee to look at it before taking it to the Council for adoption.<br />

During risk assessment there were field trips to most of the wards of all our municipalities to check and photograph<br />
