1.2 PRIORITIES FOR 2008/09<br />

The following priority needs were identified:<br />

LOCAL ECONOMIC DEVELOPMENT<br />

The main activities were:<br />

• Resuscitation of irrigation schemes<br />

• Livestock Improvement<br />

• Forestry Development<br />

• Tourism Promotion and<br />

• SMME Development<br />

We managed to secure a private partner for the Shiloh irrigation scheme and implementation will start in the next<br />

financial year in partnership with the Department of Agriculture. We have partnered with ASGISA Eastern Cape in the<br />

livestock programme and many farmers in the Sakhisizwe Local <strong>Municipality</strong> received cattle through this partnership.<br />

Nguni cattle were also given to many farmers in various local municipalities. The <strong>Chris</strong> <strong>Hani</strong> Liberation Heritage Route<br />

is the flagship project especially for Tourism Promotion. Most of the funding for the above-mentioned programmes<br />

was spent, except in certain areas where there were some delays.<br />

POVERTY ALLEVIATION AND FOOD SECURITY<br />

Massive Food Production in partnership with Department of Agriculture was the main activity and the allocated<br />

funding was spent.<br />

WATER AND SANITATION<br />

A number of projects were funded under the Municipal Infrastructure Grant which was spent before the end of the<br />

financial year.<br />

MUNICIPAL HEALTH AND ENVIRONMENTAL MANAGEMENT<br />

Food Safety<br />

• 170 Hawkers were provided with basic equipment in 3 local municipalities. We also continued with our food handling<br />

premises competition to improve the standard of food quality.<br />

• Land Care Management (Lapesi eradication)<br />

• We continued with the eradication of lapesi in 3 Local Municipalities and 2 484 jobs were created.<br />

Waste Management Project<br />

• 4 local municipalities received financial support towards cleaning towns and townships<br />

CORPORATE GOVERNANCE INCLUDING IGR,<br />

MONITORING AND EVALUATION AND INTEGRATED PLANNING<br />

• All our Local Municipalities adopted their IDPs and funds from Department of Local Government and Traditional Affairs<br />

were transferred to them. IGR structures were established but participation needs to be improved.<br />

FIRE SERVICES AND DISASTER MANAGEMENT<br />

• There were no major incidents during the financial year. Most of the funds were spent on vehicles for Fire Services and<br />

given to local municipalities.<br />
