The Prohibition of Incitement <strong>to</strong> Hatred Act, 1989 makes it an offence <strong>to</strong> incite hatred against any group<br />
of persons in the State or elsewhere on account of their race, colour, nationality, religion, <strong>ethnic</strong> or national<br />
origins, or membership of the Traveller community. There have been concerns about the effectiveness of this<br />
legislation, which has resulted in very few convictions; however there is a lack of accurate data as the District<br />
Court does not publish decisions. A review of Incitement <strong>to</strong> Hatred Act, 1989 was initiated by the previous<br />
Minister for Justice, Equality and Law Reform in 2001. 214 The National Action Plan Against Racism (NPAR) has<br />
commissioned research in<strong>to</strong> the criminal law in this area.
