and comply with equality legislation in providing housing and related <strong>service</strong>s.<br />

Putting a duty on the Scottish Commission for Regulation of Care and Scottish Social Services Council <strong>to</strong><br />

encourage equal opportunities and comply with equality legislation when carrying out their functions.<br />

Within the Executive, the Race Equality Scheme Implementation Group was established in April 2003 as<br />

an Executive-wide steering group with responsibility for the effective implementation of the Executive’s own<br />

duties under the Race Relations Amendment Act. This group has been changed <strong>to</strong> the Equality Strategy<br />

Implementation Group as its work will encompass the other strands of new public duties.<br />

The Review of Race Equality in Scotland<br />

The review of Race Equality in Scotland was published in November 2005 and it announced that a Race<br />

Equality Strategy and Action Plan would be published in the autumn of 2006. The review also introduced a<br />

number of new measures aimed at reducing racial discrimination and disadvantage, challenging racism and<br />

<strong>improving</strong> <strong>service</strong> <strong>delivery</strong> <strong>to</strong> the black and <strong>minority</strong> <strong>ethnic</strong> communities.<br />

The main measures include:<br />

A new £2m Race Integration and Community Support Fund for locally based projects <strong>to</strong> support cross<br />

community integration and organisations and communities <strong>to</strong> tackle issues of racism and promote equality.<br />

£2.3m further funding <strong>to</strong> strengthen the work and engagement of the Minority Ethnic voluntary sec<strong>to</strong>r and<br />

support public agencies in meeting their legal responsibilities.<br />

Establishing a National Coalition on race equality <strong>to</strong> help shape the development of further race equality<br />

work in Scotland. The Coalition will be chaired by the Communities Minister.<br />

Strategic Working Groups on <strong>minority</strong> <strong>ethnic</strong> communities living in rural areas and the needs of<br />

refugees and asylum seekers. These groups are in addition <strong>to</strong> the recently-established groups looking at<br />

issues affecting Gypsies/Travellers and employment issues affecting <strong>minority</strong> <strong>ethnic</strong> communities. The<br />

recommendations of these groups will be fed in<strong>to</strong> the Race Equality Strategic Action Plan <strong>to</strong> be published<br />

in 2006.<br />

Work with Non-Governmental Public Bodies, Communities Scotland and Community Planning Partnerships<br />

<strong>to</strong> enhance performance on race equality, and embed race equality duties in local authorities’ Best Value<br />

<strong>delivery</strong>, <strong>to</strong> ensure full compliance with the Race Relations Act 1976 (as amended). 160<br />

These new measures may go some way <strong>to</strong> translating the commitment <strong>to</strong> mainstreaming in<strong>to</strong> a reality. Within<br />

the Black Voluntary Sec<strong>to</strong>r, most of those interviewed commented that they had not seen enough action <strong>to</strong><br />

convince them that the commitment was anything other than on paper.<br />

There was also a view expressed that when organisations make progress on the issue it is often because there<br />

are powerful champions within the organisation rather than because there had been a systematic approach <strong>to</strong><br />

embed the issue in the mainstream of the organisation’s work.
