Anti-Racism/Intercultural Training<br />

Anti-racism and/or intercultural training seeks <strong>to</strong> challenge racism and <strong>to</strong><br />

contribute <strong>to</strong> creating the conditions within an organisation that make it more<br />

difficult for racism <strong>to</strong> exist.<br />

Benchmarking<br />

Benchmarking is about setting and reaching targets within a timescale. It relies<br />

on reliable data collection or <strong>ethnic</strong> moni<strong>to</strong>ring <strong>to</strong> establish targets and measure<br />

progress against those targets.<br />

Consultation<br />

Seeking views of interested parties on a particular <strong>service</strong> or policy. Interested<br />

parties can include people from <strong>minority</strong> <strong>ethnic</strong> backgrounds, staff NGOs and<br />

special bodies. “Consultation is when we provide opportunities for all those who<br />

wish <strong>to</strong> express their opinions on an area of our work (such as identifying issues,<br />

developing or changing policies, testing proposals or evaluating provision) <strong>to</strong> do<br />

so in ways which will inform and enhance that work”. 267 (See also engagement).<br />

Data collection<br />

In this report, data collection refers <strong>to</strong> process of capturing data from one or<br />

more primary or secondary sources. In relation <strong>to</strong> <strong>minority</strong> <strong>ethnic</strong> groups, both<br />

quantitative and qualitative data is required. Data collection involves defining the<br />

data <strong>to</strong> be collected, setting up the relevant data collection systems and using<br />

the data for the purposes of benchmarking. (See also <strong>ethnic</strong> moni<strong>to</strong>ring)<br />

Diversity Training<br />

Diversity training addresses all grounds of equality legislation, such as ‘race’,<br />

gender, disability and so forth.<br />

Engagement<br />

The participation of key stakeholders in the policy and <strong>service</strong> provision<br />

processes, including people from <strong>minority</strong> <strong>ethnic</strong> backgrounds, NGOs and<br />

special bodies. Engagement includes identifying those who should be involved<br />

and developing culturally appropriate strategies <strong>to</strong> engage with them. It includes<br />

consultation. (See also consultation).<br />

Equality Scheme<br />

Under Section 75 of the Northern Ireland Act 1998, “each public authority is<br />

required <strong>to</strong> draw up an equality scheme which sets out how it proposes <strong>to</strong> fulfil<br />

the statu<strong>to</strong>ry duties over a five year period. This scheme must be submitted <strong>to</strong><br />

the Equality Commission for approval. An equality scheme must set out how<br />

the public authority will identify where it impacts on equality of opportunity<br />

most significantly, how it will assess the equality impact of its policies, and its<br />

arrangements for consultation with those affected by the policies.” 268
