and design of adaptati<strong>on</strong> is the Adaptati<strong>on</strong><br />
Policy Framework of the United Nati<strong>on</strong>s<br />
Development Programme (APF) (Lim and<br />
Spanger-Siegfried 2005). The APF is intended<br />
to complement existing policymaking relating<br />
to <str<strong>on</strong>g>climate</str<strong>on</strong>g> <str<strong>on</strong>g>change</str<strong>on</strong>g> in developing countries,<br />
including processes of assessment, project<br />
development and m<strong>on</strong>itoring.<br />
5.4. Planning for Adaptati<strong>on</strong>: the<br />
UNDP Adaptati<strong>on</strong> Policy<br />
Framework (APF) in coastal<br />
z<strong>on</strong>es<br />
Klein and Nicholls (1998) c<strong>on</strong>cluded that<br />
most coastal adaptati<strong>on</strong> opti<strong>on</strong>s require<br />
strategic planning, whereas few would occur<br />
aut<strong>on</strong>omously. In additi<strong>on</strong>, opti<strong>on</strong>s to protect<br />
against sea-level rise can be implemented<br />
both reactively and proactively, whereas most<br />
retreat and accommodati<strong>on</strong> opti<strong>on</strong>s are best<br />
implemented in an anticipatory manner. To<br />
date, the assessment of possible adaptati<strong>on</strong><br />
strategies in coastal z<strong>on</strong>es has focused mainly<br />
<strong>on</strong> protecti<strong>on</strong>. The range of appropriate opti<strong>on</strong>s<br />
will vary am<strong>on</strong>g and within countries, and<br />
different socio-ec<strong>on</strong>omic sectors may prefer<br />
competing adaptati<strong>on</strong> opti<strong>on</strong>s for the same<br />
area. The existence of such a broad range of<br />
opti<strong>on</strong>s is <strong>on</strong>e of the reas<strong>on</strong>s why adaptati<strong>on</strong> to<br />
<str<strong>on</strong>g>climate</str<strong>on</strong>g> <str<strong>on</strong>g>change</str<strong>on</strong>g> is recommended to take place<br />
within the framework of integrated coastal z<strong>on</strong>e<br />
management. The UNDP Adaptati<strong>on</strong> Policy<br />
Framework (APF) is <strong>on</strong>e way countries have<br />
been able to identify and prioritize integrated<br />
and cross-sector adaptati<strong>on</strong> policies.<br />
The UNDP Adaptati<strong>on</strong> Policy Framework (APF)<br />
provides useful guidance <strong>on</strong> designing and<br />
implementing projects that reduce vulnerability<br />
to <str<strong>on</strong>g>climate</str<strong>on</strong>g> <str<strong>on</strong>g>change</str<strong>on</strong>g>, by both reducing potential<br />
negative impacts and enhancing any beneficial<br />
c<strong>on</strong>sequences of a changing <str<strong>on</strong>g>climate</str<strong>on</strong>g>. Think of<br />
the APF as a structured approach to developing<br />
adaptati<strong>on</strong> strategies, policies, and measures to<br />
ensure human development in the face of <str<strong>on</strong>g>climate</str<strong>on</strong>g><br />
variability and <str<strong>on</strong>g>change</str<strong>on</strong>g>. The APF links <str<strong>on</strong>g>climate</str<strong>on</strong>g><br />
<str<strong>on</strong>g>change</str<strong>on</strong>g> adaptati<strong>on</strong> to nati<strong>on</strong>al development<br />
and envir<strong>on</strong>mental issues. The APF has been<br />
shown to be particularly applicable for and<br />
effective in countries where the adaptati<strong>on</strong><br />
measures need to be integrated into broader<br />
sector specific policies, ec<strong>on</strong>omic development,<br />
or other policy domains. The APF strives to<br />
enable the integrati<strong>on</strong> of nati<strong>on</strong>al policy-making<br />
with a “bottom-up” movement that builds <strong>on</strong><br />
participatory processes and local knowledge.<br />
It is structured around the following four major<br />
principles: a) adaptati<strong>on</strong> to short-term <str<strong>on</strong>g>climate</str<strong>on</strong>g><br />
variability and extreme events is explicitly<br />
included as a step towards reducing vulnerability<br />
to l<strong>on</strong>ger-term <str<strong>on</strong>g>climate</str<strong>on</strong>g> <str<strong>on</strong>g>change</str<strong>on</strong>g>, b) adaptati<strong>on</strong><br />
policy and measures should be assessed within<br />
a developmental c<strong>on</strong>text, c) adaptati<strong>on</strong> occurs<br />
at different levels in society, including the local<br />
level, and d) both the strategy and process by<br />
which adaptati<strong>on</strong> activities are implemented<br />
are equally important.<br />
The APF helps people answer the questi<strong>on</strong>s:<br />
♦ What kind of policy instruments will reduce<br />
vulnerability to <str<strong>on</strong>g>climate</str<strong>on</strong>g> <str<strong>on</strong>g>change</str<strong>on</strong>g><br />
♦ What kind of policy decisi<strong>on</strong>s might be<br />
influenced by a project<br />
♦ How might project results be introduced<br />
<strong>on</strong>to the local, or nati<strong>on</strong>al policy agenda<br />
The APF not prescriptive; it is a flexible<br />
approach in which the following five steps may<br />
be used in different combinati<strong>on</strong>s according to<br />
the amount of available informati<strong>on</strong> and the<br />
point of entry to the project: (1) defining project<br />
scope and design, (2) assessing vulnerability<br />
under current <str<strong>on</strong>g>climate</str<strong>on</strong>g>, (3) characterizing<br />
future <str<strong>on</strong>g>climate</str<strong>on</strong>g> related risks, (4) developing an<br />
adaptati<strong>on</strong> strategy, and (5) c<strong>on</strong>tinuing the<br />
adaptati<strong>on</strong> process. The framework focuses <strong>on</strong><br />
the involvement of stakeholders at all stages.<br />
For example, the <strong>UAE</strong> is already well informed<br />
regarding its vulnerability under current<br />
<str<strong>on</strong>g>climate</str<strong>on</strong>g>, and have invest time and resources in<br />
characterizing future risks to <str<strong>on</strong>g>climate</str<strong>on</strong>g> <str<strong>on</strong>g>change</str<strong>on</strong>g>.<br />
What remains is to define the scope and<br />
design of future adaptati<strong>on</strong> efforts, begin the<br />
planning process for adaptati<strong>on</strong>, and to start<br />
mainstreaming known risks to <str<strong>on</strong>g>climate</str<strong>on</strong>g> into all<br />
aspects of the country’s 2030 visi<strong>on</strong>s, master<br />
sector plans, and any other l<strong>on</strong>g term planning<br />
process that, to date, has yet to adequately<br />
account for a changing <str<strong>on</strong>g>climate</str<strong>on</strong>g>.<br />
Developing an adaptati<strong>on</strong> strategy for future<br />
<str<strong>on</strong>g>climate</str<strong>on</strong>g> <str<strong>on</strong>g>change</str<strong>on</strong>g> requires a clear idea of key<br />
