contract package of approximately 20-50 km (either a single road of sufficient length or a set of<br />
roads in close proximity to each other). Initially smaller contract sizes will be applied to allow<br />
<strong>LGED</strong> and contractors to gain experience with the PBMC approach and in later years the<br />
contract size may be increased depending on the results of earlier years.<br />
8. These selection criteria have been applied for the first year roads using <strong>LGED</strong>’s road<br />
inventory and condition data. A total of 428 km of candidate roads were identified in the 4 first<br />
year districts (including one DANIDA pilot road with an IRI of 7.8). From this list of candidate<br />
roads, those roads were subsequently selected that would result in suitable contract packages. In<br />
Moulvibazar, Cox’s Bazar and Comilla single candidate roads of sufficient length were selected<br />
(four in total, averaging 28 km - in Moulvibazar and Comilla these were RTIP-I roads 28 ). In<br />
Noakhali a different approach was applied due to the inclusion of the two DANIDA pilot roads,<br />
creating a network of smaller roads connecting the District HQ and an Upazila HQ.<br />
9. Based on these criteria, ten candidate roads with a total length of 167 km have been<br />
selected for the first year (see table below). The geometric and condition data of all the candidate<br />
roads have been compared to the selection criteria and five of the ten candidate roads were<br />
visited in the October 2011 and February 2012 missions. <strong>LGED</strong> will carry out further screening<br />
of the candidate roads including pavement strength measurements as well as traffic surveys and<br />
axle load calculations. Any roads found to present insufficient pavement strength for the foreseen<br />
five year contract period will be excluded from the final selection. The initial list of roads was<br />
therefore approved pending confirmation after the detailed survey. For the second and third years<br />
the same selection criteria and screening process will be applied. A review of the application of<br />
the selection criteria and screening process in the first year will be carried out after the contracts<br />
have been awarded, based upon which the selection criteria and screening process may be<br />
amended (taking into account the number of bidders and the bid prices received).<br />
