Annex 7: The Selection Methodology for the Investments Component<br />
Bangladesh: Second Rural Transport Improvement Project (P123828)<br />
1. This annex describes the selection methodology for investments under the following<br />
components: (i) RPM; (ii) UZR and UNR improvement; (iii) ghats improvement; and (iv) GCMs<br />
improvement. A multi-criteria methodology including physical and socio-economic indicators<br />
was applied to all the components.<br />
(i) RPM Component<br />
2. The methodology described below aims to present the main criteria to prioritize the key<br />
roads in “maintainable condition” that will be selected for the RPM component under the project<br />
(about 3,550 km) and within it, those that are a priority for First Year (about 1,000km).<br />
3. The 2011 <strong>LGED</strong> Rural Infrastructure Maintenance Management Unit (RIMMU) Road<br />
Inventory for the 26 project districts has been used as the data-base to select the roads for the<br />
RPM component. The inventory has complete information for about 21,400 km of roads (3,128<br />
roads).<br />
4. The following criteria were applied to identify the priority roads for the RPM component:<br />
- Roads should be in rural areas<br />
- Roads are suitable for Road Maintenance or Rehabilitation:<br />
o Whole length of road surface is BC or concrete;<br />
o Roads do not have cross-drainage gaps along the road alignment; and<br />
o IRI: Roads have IRI higher than six and lower than 13<br />
- Minimum length: All UZR should be more than five km long and all UNR should be<br />
more than 3km long.<br />
- Minimum carriageway width: UZR should have a carriageway width of more than 3m<br />
and all UNR should have a carriageway width of more than 2.75m.<br />
- Traffic volume: All roads with AADT higher than 4,000 and/or CVD higher than 1,000<br />
were excluded and roads with and AADT> 800 and a CVD more than 100 were given<br />
priority.<br />
5. This process of applying these selection criteria for the RPM component reduces the<br />
21,400 km of roads (3,128 roads) in the inventory to a long-list of 3,804 km (451 roads).<br />
Prioritization of Roads for First Year<br />
6. Since a maximum of 1,000km of roads can be included in the first year, an indicative<br />
number of km of roads were identified to be targeted for each of the 26 districts based on a score<br />
formed by three equally weighted factors:<br />
(i) Population (the district with the highest population was given a score of one<br />
and the other districts were score pro-rata);<br />
(ii) Poverty (the district with the highest percentage of poor people was given a<br />
score of one. The district with the highest percentage of people living in extreme<br />
poverty was also given a score of one. The other districts were given score pro-rata.<br />
