(v) Strengthening of <strong>LGED</strong> strategic coordination, monitoring and business planning in<br />
implementation of the <strong>LGED</strong> Management Improvement Plan (US$0.20 million).<br />
• Implementing new <strong>LGED</strong> Maintenance Policy and operational strategy (US$2.60<br />
million).<br />
(i) Capacity building at HQ and field levels in comprehensive IT-supported road asset<br />
management policy, functions, systems and operations including piloting of<br />
alternative pavement design and row building with maintenance technologies<br />
(US$1.85 million).<br />
(ii) Implementation of new technology and skills for road condition surveying and axleload-limit<br />
monitoring / enforcement on <strong>LGED</strong> roads (US$0.75 million).<br />
• Enhancing <strong>LGED</strong> policies, standards and capacity in works planning, design, project<br />
implementation and quality management (US$2.15 million).<br />
(i) Re-development of <strong>LGED</strong> Structures Manual into new comprehensive Infrastructure<br />
Management Code and Manual for all sectors (US$0.20 million).<br />
(ii) Establishing an <strong>LGED</strong> works costs database, updating the <strong>LGED</strong> Schedule of Rates<br />
and make both widely accessible via the new ICT platform (US$0.20 million).<br />
(iii)Upgrading of <strong>LGED</strong> manuals and technology / equipment at HQ and field levels for<br />
works Quality Control and Quality Assurance, plus ‘pilot’laboratories ISO<br />
Certification program in QMS for <strong>LGED</strong> staff (US$0.80 million).<br />
(iv) Updating of <strong>LGED</strong> standards, practices and hydrological data in Bridge planning,<br />
design, construction and management (US$0.60 million).<br />
(v) Updating the <strong>LGED</strong> Environment Management framework, processes and enhancing<br />
the EMIS for <strong>LGED</strong>-wide access and project application (US$0.20 million).<br />
(vi) Enhancing the <strong>LGED</strong> ‘bitumen heating and distribution’ resources for support to<br />
smaller-scale <strong>LGED</strong> contractors to improve works quality including piloting of<br />
cold/warm asphalt mixes (US$0.15 million).<br />
• Strengthening <strong>LGED</strong> training, HRD and sector research capacity (US$1.00 million).<br />
(i) Enhancement of <strong>LGED</strong> training programs for staff, LGI and rural community<br />
requirements, and access for <strong>LGED</strong> staff to advanced external programs / courses in<br />
priority fields (US$0.50 million).<br />
(ii) Piloting of collaborative 3-year <strong>LGED</strong>-BUET program for small-to-medium scale<br />
sector research projects (US$0.35 million).<br />
(iii)Training and workshops for women in Project districts to enhance their development<br />
and participation in district-level <strong>LGED</strong> works including formation of microenterprises<br />
for raod maintenance (US$0.15 million).<br />
10. Sub Component B2: Project Implementation (US$3.0 million): <strong>LGED</strong>'s capacity will<br />
be strengthened in project performance monitoring and management and to regularly gather<br />
information to assess the project's effectiveness in meeting the agreed PDO. The support will<br />
include services for integrated performance audit, socio-economic and monitoring surveys.<br />
11. The concerned <strong>LGED</strong> – MIP working groups, under overall direction of an <strong>LGED</strong><br />
Additional Chief Engineer, will oversee the provision of the Project-funded external assistance<br />
and other inputs in these areas. This will foster wider <strong>LGED</strong> ‘ownership’ of this Component and<br />
enhance the absorption and operationalization of planned results and outputs. Wherever<br />
practical, the external TA / consulting expertise will be ‘embedded’ on-site within the relevant<br />
