) A specialist of performance-based maintenance contracts to assess the capacity of<br />
<strong>LGED</strong>, supervision consultants and contractors to implement this innovative type of<br />
contract. The specialist will perform site supervision and spot-checks of repair works<br />
and compliance with maintenance standards. This will require on average two<br />
missions and an input of four weeks per year through the life of the project.<br />
c) An inland water transport specialist to review the feasibility of the two pilots<br />
proposed to be executed under the project, technical specifications and contract<br />
execution arrangements. The specialist will perform field visit at preparation stage<br />
and site supervision and spot-checks of dredging works. This will require a total of<br />
eight missions and a total input of 16 weeks through the life of the project.<br />
d) A transport economist to review economic justification of annual programs proposed<br />
to be funded under the project, use of agreed criteria to select the roads and ex-post<br />
economic evaluation of the project. This will require on average one mission and an<br />
input of one week per year during four years and a two-week mission at project<br />
completion.<br />
e) A gender specialist to assess mainstreaming of gender in <strong>LGED</strong> programs and the<br />
proposed project. The specialist will review integration of gender in the selection<br />
process of projects, capacity building provided to women operators in the Women<br />
Market Sections, employment of women in civil works contracts and effectiveness of<br />
suggestions and complaint mechanism for women. The specialist will carry out field<br />
visits for consultation with women beneficiaries of or affected by the project. This<br />
input will require on average two missions and an input of three weeks per year<br />
through the life of the project.<br />
9. Technical support for Component B: The Bank's task team will include an institutional<br />
development specialist. The specialist will meet periodically with the <strong>LGED</strong>’s MIP Steering<br />
Committee and the MIP working groups responsible for designing and overseeing action plans to<br />
implement the MIP, will provide references to best practices, will evaluate quality of technical<br />
advisory services provided to <strong>LGED</strong> and will assess progress in implementation of the<br />
component and impact. This input will require on average two missions and an input of four<br />
weeks per year through the life of the project.<br />
10. Technical support for Component C: The Bank's task team will include a road safety<br />
specialist with international experience. The specialist will follow up periodically with the<br />
<strong>LGED</strong>’s counterpart at the PMU, DSC and MSC teams to follow up on the two main activies<br />
envisaged under this component: (i) support for road safety improvement on project roads; and<br />
(ii) strengthening <strong>LGED</strong> capacity in rural road safety. It is important to ensure safety of roads<br />
will be improved and maintained under the Accessibility Improvement Component of the<br />
Project. In addition the road safety specialist will monitor the progress to support <strong>LGED</strong>-wide<br />
staff training in road safety engineering and practices as planned.<br />
11. Financial Management (FM): A financial management specialist based in the Bank’s<br />
office in Dhaka will conduct two or more FM supervision missions every year throughout the<br />
life of the project. FM supervision will cover, in addition to the operational status and capability<br />
of financial management systems, quality of financial reports, reconciliation of financial data,<br />
