Description:<br />
The risk rating for the project is assessed as substantial to reflect the overall<br />
weak governance environment in the country and complexity of the project<br />
which will cover 26 districts and will aim to upgrade, rehabilitate and maintain a<br />
large portion of the <strong>LGED</strong> road network and will support institutional<br />
strengthening agenda for the <strong>LGED</strong>. Unbiased selection of roads is a major<br />
challenge and is expected to be mitigated by an agreed selection methodology.<br />
The risks of stretched and limited capacity of <strong>LGED</strong> to implement the project in<br />
26 districts, potential risks with land acquisition and governance risks add to the<br />
challenge. Prior experience of the <strong>LGED</strong> in satisfactorily implementing the<br />
RTIP-I and agreed measures are expected to mitigate risks during<br />
implementation.<br />
