capacity of FM staff, review of audit reports and follow up on implementation of<br />

recommendations.<br />

12. Procurement supervision: A procurement specialist based in the Bank’s office in Dhaka<br />

will be a member of the project team throughout the project. During project implementation, the<br />

procurement specialist will provide due diligence services for procurement documents and will<br />

join the implementation support missions. The frequency of missions is expected to be twice per<br />

year. In addition to the prior review due diligence to be carried out by the Bank team,<br />

procurement post reviews are to be carried on at least 15 percent of the contracts subject to post<br />

review. As a minimum, one post review report which will include physical inspection of sample<br />

contracts including those subject to prior review will be prepared each year and not less than ten<br />

percent of the contracts will be physically inspected. The specialist will review the red flags<br />

required to be checked for all procurement under the project; implementation of the procurement<br />

risk mitigation framework; and implementation of recommendations provided in the various<br />

audit reports.<br />

13. Environmental Safeguards supervision: An environmental specialist based in the Bank’s<br />

office in Dhaka will be a member of the project team throughout the project. Besides supervision<br />

of compliance with environmental safeguards, the specialist will provide support in conjunction<br />

with the <strong>LGED</strong> environmental management unit on implementation of the EMF. The specialist<br />

will assess performance of project management consultants and supervision consultants, discuss<br />

recommendations provided in the integrated performance audit and monitor implementation of<br />

recommendations.<br />

14. Social Safeguards supervision: A social development specialist based in the Bank’s<br />

office in Dhaka will be a member of the project team throughout the project. Besides supervision<br />

of compliance with social safeguards, the specialist will provide support to <strong>LGED</strong> on<br />

implementation of the SIMF, IPPs and RAPs. Field visits of the works sites will include<br />

consultations with persons affected by the project and assessment of the grievance redress<br />

mechanism. The specialist will assess performance of project management consultants and<br />

supervision consultants, discuss recommendations provided in the integrated performance audit<br />

and monitor implementation of recommendations.<br />
