Project Implementation and Institutional Arrangements<br />
1. Project Steering Committee. A high-level empowered Project Steering Committee<br />
(PSC) will be established to provide oversight and undertake periodic review of project<br />
implementation and addressing the issues hampering the progress. Project Steering Committee,<br />
which shall be chaired by the Secretary, Local Government Division, Ministry of Local<br />
Government, Rural Development and Cooperatives, and include as members, the Director<br />
General, Local Government Division, the Chief Engineer and Additional Chief Engineer<br />
(Planning) of <strong>LGED</strong>, and representatives of the Agriculture, Water Resources and Rural<br />
Institutions Division; IMED; Finance Division, Economic Relations Division; and the Ministry<br />
of Land. Aditionally, a Project Coordinator, having the rank of Superintending Engineer, under<br />
the Chief Engineer, <strong>LGED</strong>, will be responsible for the oversight coordination and supervision of<br />
Project activities.<br />
2. The Project Management Unit (PMU) established within <strong>LGED</strong> under RTIP-I will<br />
continue to coordinate all project preparation and implementation activities for RTIP-II. The<br />
PMU will be responsible for overall implementation of the project, which includes planning,<br />
budgeting, procurement, coordination, management, and monitoring of various components. The<br />
PMU is headed by a Project Director (PD) supported by two Deputy Project Directors with the<br />
associated adequate staff, who will be based at headquarters. Further, two additional Deputy<br />
Project Directors will be based in the field supported by staff working on a full time basis on<br />
project implementation, with expertise in social, environmental, procurement and financial<br />
management. Most of this staff already has experience in implementing previous Bank’s or other<br />
similar donor assisted projects. A Project Preparation Consultant (PPC) assisted <strong>LGED</strong> in the<br />
identification of project components and design of the first year's civil works program. PMU will<br />
be supported by an international management consultant and two design and supervision<br />
consultant teams for which selection processes already have started during project preparation.<br />
3. During implementation, <strong>LGED</strong> will receive support from an internationally experienced<br />
Management Support Consultant (MSC) in the following areas:<br />
i) Project management including coordination, reporting, monitoring of progress and<br />
programs;<br />
ii) Budgetary and financial management,<br />
iii) Review of quality control and quality assurance,<br />
iv) Reviewing payment certificates if required,<br />
v) Contractual advice and settlement of disputes, claims,<br />
vi) Implementation of the safeguard management plans (environment, resettlement etc.), and<br />
vii) Design and management of a monitoring and evaluation survey of socio-economic aspects<br />
of RTIP-II.<br />
