monitoring of operational risks in <strong>LGED</strong> and the Local Government Division of the Ministry of<br />
Local Government, Rural Development and Cooperatives (MLGRD&C). The Institutional<br />
Component of this proposed project and the GAAP heavily build on FORMIP.<br />
8. <strong>LGED</strong> is one of the largest public sector organizations in Bangladesh entrusted for<br />
planning and implementation of local level rural urban and small scale water resources<br />
infrastructure development programs. <strong>LGED</strong> works closely with the local stakeholders to ensure<br />
people’s participation and bottom–up planning in all stages of project implementation cycle.<br />
<strong>LGED</strong> known as the most efficient government organization in Bangladesh is highly committed<br />
to good governance as it is defined in its statement of mission. “Development and management<br />
of local infrastructure for increasing farm/non-farm production, generating employment,<br />
improving socio-economic condition, promoting local governance, reducing poverty and acting<br />
as agent of change at the local level”.<br />
9. <strong>LGED</strong>’s commitment to good governance is demonstrated through a number of good<br />
practices initiated under the recently completed Bank-funded RTIP-I as well as other initiatives<br />
launched and promoted by <strong>LGED</strong> on its own. Among the most significant governance initiatives<br />
are (i) a well developed website with sufficient information on the organization, projects,<br />
procurement plan, notification of awards, etc. (ii) a list of debarred contractors on the website,<br />
(iii) recruitment of an external engineering firm to conduct regular technical monitoring of rural<br />
roads; (iv) project monitoring database with information on the physical progress, and (v) ongoing<br />
revision of <strong>LGED</strong>’s organogram and organizational functions.<br />
10. <strong>LGED</strong> is strongly committed to promoting e-governance through development of its own<br />
long term ICT and MIS blueprint incorporating all the different functional needs of different<br />
departments and projects, so as to facilitate holistic planning for using ICT as a decision support<br />
tool. This blueprint would assess the existing systems such as Uniform Financial Management<br />
System (UFMS), and make recommendations on next steps. In December 2007, an IT and MIS<br />
Needs Assessment study of <strong>LGED</strong> was carried out with ADB support. The report suggested<br />
developing a web-based MIS system for meeting the monitoring and evaluation (M&E) needs of<br />
<strong>LGED</strong> by defining a set of key performance indicators. The report provided details of the<br />
hardware required for the suggested system along with qualifications for the posts of ICT and<br />
MIS Division but only from the limited project M&E point of view.<br />
11. The likely outcome of the ICT and MIS blueprint would be development / procurement<br />
of an integrated, comprehensive, enterprise wide, workflow based, decision support system<br />
(IDSS), which is both modular and scalable and based on web technologies. The IDSS would be<br />
expected to cover the following:<br />
• On-line Progress Monitoring System(PMS)<br />
• Online data sharing with field level by deploying File Transfer Protocol(FTP) service<br />
• Transactions Processing System capturing all day to day transactions (financial) and data<br />
(non-financial) at the lowest level;<br />
• Spatial Interface: Geographical Information System (GIS)<br />
• Non Spatial Interface: Management Information System (MIS)<br />
