activities. Another Train-the-Trainer program will be delivered to school teachers in project<br />
districts, to enable them to include road safety in the curriculum of primary and secondary school<br />
students. Training needs of the local police will be identified and a training program will be<br />
initiated to improve rural road policing, local enforcement and data collection. The project will<br />
also support training-oriented workshops for local associations of drivers and rickshaws to create<br />
awareness about road rules and regulations. In those workshops, project-procured reflectors<br />
(etc.) for rickshaws and other non-motorized traffic will be distributed to improve night-time<br />
visibility.<br />
Technical assistance for strengthening road safety capacity of the <strong>LGED</strong>.<br />
16. The project will provide technical assistance to the newly established dedicated Road<br />
Safety Unit in <strong>LGED</strong> that will include expert advisory services and training. Technical assistance<br />
will also include:<br />
• Development of road safety related guidelines and manuals and related policies,<br />
including but not limiting to – on “Road Safety Audit”, “Blackspots Identification and<br />
Treatment”, and “Safety during Road Works”.<br />
• Review / revision / updating of <strong>LGED</strong> design standards and codes on road safety<br />
factors to address identified gaps and to incorporate best international practice as<br />
applicable to Bangladesh.<br />
• Formulation of a sustainable <strong>LGED</strong>-centered rural road safety policy and action plan<br />
• Improvement of road safety monitoring and evaluation for assessment of the<br />
effectiveness of rural road safety interventions.<br />
17. The project will support <strong>LGED</strong> actions to improve data collection at Upazila and Union<br />
levels and to build capacity at HQ level in road accident data management and analysis. An<br />
assessment of the functionality and accessibility of the Road Accident Module of the central<br />
Road Information System in <strong>LGED</strong> will be done to determine approach in strengthening <strong>LGED</strong><br />
capacity in accident data management and analysis. In the absence of reliable data from the<br />
police on accidents on the rural roads, the project will pilot approach to supplement missing<br />
information with data collection at community levels with the help of <strong>LGED</strong> field offices,<br />
community wardens and possible engagement of an NGO to help with data collection. Once<br />
underway, such data collection will allow <strong>LGED</strong> to do proper identification of blackspots on its<br />
network and develop appropriate remedial measures. The pilot approach is expected to be<br />
implemented in eight districts. The project will also consider supporting training programs for<br />
the police in properly recording road accidents.<br />
18. The project will strengthen <strong>LGED</strong>-wide staff training in road safety. A comprehensive<br />
training program will be developed based on the five-day training implemented during RTIP-I.<br />
In addition more detailed and advanced modules will be developed to cover aspects of safe<br />
design of rural roads, geometric design, design of road safety countermeasures, road safety audit,<br />
safety during road works, etc. These programs will be developed by national road safety experts<br />
with possible collaboration with Banglagesh Univesity of Engineering and Technology (BUET)<br />
and with the support of the road safety advisor under the project and/or other international RS<br />
consultants as required.<br />
