19. This component will be managed primarily by the Central Road Safety Unit (CRSU) of<br />

the <strong>LGED</strong>, with support from PMC and internationally-experienced TA, with specific progress<br />

milestones and measurable results for monitoring and evaluation.<br />

20. The Component will finance (i) technical assistance (TA) and/or consultancy services;<br />

(ii) training programs, research program, workshops, surveys, campaigns and associated<br />

consumables; (iii) goods, materials and/or logistics.<br />

D. Component D: Contingent Emergency Response Component (US$0 million)<br />

21. Should an adverse natural disaster event occur that causes a major calamity, the GoB may<br />

request the Bank to re-allocate project funds to support response and reconstruction. This<br />

component would draw resources from the unallocated expenditure category and/or allow the<br />

GoB to request the Bank to re-categorize and reallocate financing from other project components<br />

to partially cover emergency response and recovery costs. This component could also be used to<br />

channel additional funds should they become available through as a result of the emergency.<br />

22. Disbursements would be made against a positive list of critical goods or the procurement<br />

of goods, works, and consultant services required to support the immediate response and<br />

recovery needs of the GoB. All expenditures under this component, should it be triggered, will<br />

be in accordance with BP/OP 8.0 in combination with the Bank’s Immediate Response<br />

Mechanism (IRM) guidelines dated November 3, 2011, and will be appraised, reviewed and<br />

found to be acceptable to the Bank before any disbursement is made. In addition to reallocation<br />

of funds from other project components, the contingent component may also serve as a conduit<br />

for additional funds to be channeled to the project in the event of an emergency.<br />
